  1                      A bill to be entitled

  2         An act relating to the Family and School

  3         Partnership for Student Achievement Act;

  4         amending s. 1002.23, F.S.; requiring that the

  5         Department of Education include in the parents'

  6         guide to student achievement information about

  7         parents' rights relating to their child's

  8         permanent record; requiring that a checklist of

  9         parental actions that can strengthen parental

10         involvement in their child's education be

11         reviewed during parent-teacher conferences;

12         providing an effective date.

14  Be It Enacted by the Legislature of the State of Florida:

15  

16         Section 1.  Subsections (2) and (8) of section 1002.23,

17  Florida Statutes, are amended to read:

18         1002.23  Family and School Partnership for Student

19  Achievement Act.--

20         (2)  To facilitate meaningful parent and family

21  involvement, the Department of Education shall develop

22  guidelines for a parent guide to successful student

23  achievement which describes what parents need to know about

24  their child's educational progress and how they can help their

25  child to succeed in school. The guidelines shall include, but

26  need not be limited to:

27         (a)  Parental information regarding:

28         1.  Requirements for their child to be promoted to the

29  next grade, as provided for in s. 1008.25;

30         2.  Progress of their child toward achieving state and

31  district expectations for academic proficiency;

 1         3.  Assessment results, including report cards and

 2  progress reports; and

 3         4.  Qualifications of their child's teachers; and

 4         5.  Information included in their child's permanent

 5  record and the legal right of access to their child's

 6  permanent record, including rights of challenge and rights of

 7  privacy with respect to such records.

 8         (b)  Services available for parents and their children,

 9  such as family literacy services; mentoring, tutorial, and

10  other academic reinforcement programs; college planning,

11  academic advisement, and student counseling services; and

12  after-school programs;

13         (c)  Opportunities for parental participation, such as

14  parenting classes, adult education, school advisory councils,

15  and school volunteer programs;

16         (d)  Opportunities for parents to learn about rigorous

17  academic programs that may be available for their child, such

18  as honors programs, dual enrollment, advanced placement,

19  International Baccalaureate, International General Certificate

20  of Secondary Education (pre-AICE), Advanced International

21  Certificate of Education, Florida Virtual High School courses,

22  and accelerated access to postsecondary education;

23         (e)  Educational choices, as provided for in s.

24  1002.20(6), and corporate income tax credit scholarships, as

25  provided for in s. 220.187;

26         (f)  Classroom and test accommodations available for

27  students with disabilities; and

28         (g)  School board rules, policies, and procedures for

29  student promotion and retention, academic standards, student

30  assessment, courses of study, instructional materials, and

31  contact information for school and district offices.

 1         (8)  Each school district shall develop and disseminate

 2  a checklist of parental actions that can strengthen parental

 3  involvement in their child's educational progress, consistent

 4  with the requirements in subsection (3). The checklist shall

 5  be provided each school year to all parents of students in

 6  kindergarten through grade 12 and shall focus on academics,

 7  especially reading, high expectations for students,

 8  citizenship, and communication. This checklist must be

 9  reviewed during parent-teacher conferences.

10         Section 2.  This act shall take effect July 1, 2006.

13                          SENATE SUMMARY

14    Amends the Family and School Partnership for Student
      Achievement Act. Requires that the Department of
15    Education include in the parents' guide to student
      achievement information about parents' rights relating to
16    their child's permanent record. Requires that a checklist
      of parental actions that can strengthen parental
17    involvement in their child's education be reviewed during
      parent-teacher conferences.
