1 A bill to be entitled
2 An act relating to the Family and School
3 Partnership for Student Achievement Act;
4 amending s. 1002.23, F.S.; requiring that the
5 Department of Education include in the parents'
6 guide to student achievement information about
7 parents' rights relating to their child's
8 permanent record; requiring that a checklist of
9 parental actions that can strengthen parental
10 involvement in their child's education be
11 reviewed during parent-teacher conferences;
12 requiring school districts to include, when
13 adopting specified rules, certain requirements
14 requiring notification of parents concerning
15 the academic performance or behavior of their
16 child in school; providing an effective date.

18 Be It Enacted by the Legislature of the State of Florida:
19
20 Section 1. Subsections (2) and (8) of section 1002.23,
21 Florida Statutes, are amended, and subsection (10) is added to
22 that section, to read:
23 1002.23 Family and School Partnership for Student
24 Achievement Act.--
25 (2) To facilitate meaningful parent and family
26 involvement, the Department of Education shall develop
27 guidelines for a parent guide to successful student
28 achievement which describes what parents need to know about
29 their child's educational progress and how they can help their
30 child to succeed in school. The guidelines shall include, but
31 need not be limited to:

1 (a) Parental information regarding:
2 1. Requirements for their child to be promoted to the
3 next grade, as provided for in s. 1008.25;
4 2. Progress of their child toward achieving state and
5 district expectations for academic proficiency;
6 3. Assessment results, including report cards and
7 progress reports; and
8 4. Qualifications of their child's teachers; and
9 5. Information included in their child's permanent
10 record and the legal right of access to their child's
11 permanent record, including rights of challenge and rights of
12 privacy with respect to such records;
13 (b) Services available for parents and their children,
14 such as family literacy services; mentoring, tutorial, and
15 other academic reinforcement programs; college planning,
16 academic advisement, and student counseling services; and
17 after-school programs;
18 (c) Opportunities for parental participation, such as
19 parenting classes, adult education, school advisory councils,
20 and school volunteer programs;
21 (d) Opportunities for parents to learn about rigorous
22 academic programs that may be available for their child, such
23 as honors programs, dual enrollment, advanced placement,
24 International Baccalaureate, International General Certificate
25 of Secondary Education (pre-AICE), Advanced International
26 Certificate of Education, Florida Virtual High School courses,
27 and accelerated access to postsecondary education;
28 (e) Educational choices, as provided for in s.
29 1002.20(6), and corporate income tax credit scholarships, as
30 provided for in s. 220.187;

1 (f) Classroom and test accommodations available for
2 students with disabilities; and
3 (g) School board rules, policies, and procedures for
4 student promotion and retention, academic standards, student
5 assessment, courses of study, instructional materials, and
6 contact information for school and district offices.
7 (8) Each school district shall develop and disseminate
8 a checklist of parental actions that can strengthen parental
9 involvement in their child's educational progress, consistent
10 with the requirements in subsection (3). The checklist shall
11 be provided each school year to all parents of students in
12 kindergarten through grade 12 and shall focus on academics,
13 especially reading, high expectations for students,
14 citizenship, and communication. This checklist must be
15 reviewed during parent-teacher conferences.
16 (10) In order to enhance parental communication and
17 increase parental understanding of their child's academic
18 performance and behavior in school, beginning in the 2006-2007
19 school year, each school district shall include in the rules
20 developed under subsection (5) the following requirements:
21 (a) Parents shall be notified by phone or in writing
22 each time their child is seen in a school office regarding
23 matters related to a problem with discipline, behavior, or the
24 academic performance of their child; and
25 (b) The contents of the student's cumulative folder
26 shall be reviewed with a parent when a teacher, counselor,
27 school administrator, or other instructional staff member
28 requests and conducts a conference with a parent concerning a
29 problem with their child's behavior or academic performance.
30 Section 2. This act shall take effect July 1, 2006.

4 The committee substitute requires enhanced parental
communication to include notice by phone or in writing
5 whenever a student is seen in the school office for
disciplinary or academic reasons and parental review of
6 student records at parent conferences.
