5 | Section 2. Subsection (2) and paragraph (a) of subsection |
6 | (5) of section 468.609, Florida Statutes, are amended to read: |
7 | 468.609 Administration of this part; standards for |
8 | certification; additional categories of certification.-- |
9 | (2) A person may take the examination for certification as |
10 | a building code inspector or plans examiner pursuant to this |
11 | part if the person: |
12 | (a) Is at least 18 years of age. |
13 | (b) Is of good moral character. |
14 | (c) Meets eligibility requirements according to one of the |
15 | following criteria: |
16 | 1. Demonstrates 5 years' combined experience in the field |
17 | of construction or a related field, building code inspection, or |
18 | plans review corresponding to the certification category sought; |
19 | 2. Demonstrates a combination of postsecondary education |
20 | in the field of construction or a related field and experience |
21 | which totals 4 years, with at least 1 year of such total being |
22 | experience in construction, building code inspection, or plans |
23 | review; |
24 | 3. Demonstrates a combination of technical education in |
25 | the field of construction or a related field and experience |
26 | which totals 4 years, with at least 1 year of such total being |
27 | experience in construction, building code inspection, or plans |
28 | review; or |
29 | 4. Currently holds a standard certificate as issued by the |
30 | board and satisfactorily completes a building code inspector or |
31 | plans examiner training program of not less than 200 hours in |
32 | the certification category sought. The board shall establish by |
33 | rule criteria for the development and implementation of the |
34 | training programs;. |
35 | 5. Demonstrates a combination of technical education in |
36 | the field of building code inspection or plans review and |
37 | experience which totals 2 years, with at least 1 year of such |
38 | total being experience in construction, building code |
39 | inspection, or plans review. The technical education portion of |
40 | this requirement shall require proof of satisfactory completion |
41 | of a technical education program of not fewer than 400 hours in |
42 | the chosen category of building code inspection or plans review |
43 | in the certification category sought with not fewer than 20 |
44 | hours of the technical education program covering ethics and |
45 | professional standards. The board shall coordinate with the |
46 | Building Officials Association of Florida, Inc., to establish by |
47 | rule the development and implementation of the technical |
48 | education programs; or |
49 | 6. Has completed, at a minimum, an associate degree |
50 | program in Construction Management from an accredited |
51 | institution with a major in Building Code Administration. |
52 | (d) After the Building Code Training Program is |
53 | established under s. 553.841, demonstrates successful completion |
54 | of the core curriculum approved by the Florida Building |
55 | Commission, appropriate to the licensing category sought. |
56 | (5)(a) To obtain a standard certificate, an individual |
57 | must pass an examination approved by the board which |
58 | demonstrates that the applicant has fundamental knowledge of the |
59 | state laws and codes relating to the construction of buildings |
60 | for which the applicant has building code administration, plans |
61 | examination, or building code inspection responsibilities. It is |
62 | the intent of the Legislature that the examination approved for |
63 | certification pursuant to this part be substantially equivalent |
64 | to the examinations administered by the International Code |
65 | Council Southern Building Code Congress International and the |
66 | Council of American Building Officials. |
67 | Section 3. Subsection (4) is added to section 468.617, |
68 | Florida Statutes, to read: |
69 | 468.617 Joint building code inspection department; other |
70 | arrangements.-- |
71 | (4) Nothing in this part shall prohibit any building code |
72 | inspector, plans examiner, or building code administrator |
73 | holding a limited certificate who is employed by a jurisdiction |
74 | within a statutorily defined small county to provide building |
75 | code inspection, plans review, or building code administration |
76 | services to another jurisdiction within a statutorily defined |
77 | small county. |
