14         Senate Amendment (with title amendment) 
15         On page 25, between lines 26 and 27,
16  
17  insert:  
18         Section 9.  Regional Impact Planning Committees.--
19         (1)  Given that some of the state's biggest development
20  and planning challenges cross municipal and county boundaries
21  and one local government cannot solve them alone, a regional
22  impact planning committee may be established by the Secretary
23  of Community Affairs for each geographical area in which two
24  or more developments of regional impact, as defined in s.
25  380.06, Florida Statutes:
26         (a)  Occur within a 3-year period;
27         (b)  Are located within a 5-mile radius of each other;
28  and
29         (c)  Are located outside the existing urban area as
30  currently established in the applicable local comprehensive
31  plan.

Florida Senate - 2006 COMMITTEE AMENDMENT Bill No. SB 1194 Barcode 431424 1 (2) Each committee shall: 2 (a) Develop a regional vision and an action plan to 3 implement that vision, each of which must clearly articulate 4 how to build and sustain communities, improve the quality of 5 life, preserve environmental quality, and define and enhance 6 community character within the area addressed by the 7 committee. The action plan must identify and address the key 8 challenges and set goals, objectives, and strategies to 9 achieve the regional vision. 10 (b) Seek regional solutions relating to 11 transportation, land use, and infrastructure; housing at all 12 economic levels; economic development; the environment, 13 natural resources, parks, and recreation; high-quality 14 education; emergency preparedness and recovery; health care 15 and human services; and the arts and cultural resources. 16 (3) The Governor shall appoint members to serve on 17 each committee from a list of nominees provided by the 18 regional planning councils within the area addressed by the 19 committee. The nominees must be public, private, or civic 20 leaders of regional agencies, of local or state governments, 21 or of businesses, civic organizations, or not-for-profit 22 organizations. The Governor shall appoint a chair for each 23 committee from the members of that committee. The committee 24 may take official action by a majority vote of the members 25 present at any meeting in which a quorum is present. A 26 majority of the members appointed by the Governor constitutes 27 a quorum. A member is deemed present if he or she participates 28 in a meeting by telephone or video conference which allows 29 members participating in that meeting to speak to and hear 30 each other.
