18 Section 1. Section 445.057, Florida Statutes, is
19 created to read:
20 445.057 Florida Prosperity Campaign Council.--
21 (1) There is established the Florida Prosperity
22 Campaign Council to be administratively housed in Workforce
23 Florida, Inc. The council shall develop, enhance, and assist
24 in the coordination of Prosperity Campaigns throughout the
25 state with the goal of providing economic benefits services
26 and related information to Florida citizens.
27 (2) The council shall consist of the following
28 members, each appointed by the Governor except as otherwise
29 provided:
30 (a) One member of the Senate appointed by the
31 President of the Senate, who shall serve as an ex officio,

1 nonvoting member.
2 (b) One member of the House of Representatives
3 appointed by the Speaker of the House of Representatives, who
4 shall serve as an ex officio, nonvoting member.
5 (c) The Chief Financial Officer or his or her
6 designee, who shall serve as an ex officio, nonvoting member.
7 (d) The Commissioner of Education or his or her
8 designee, who shall serve as an ex officio, nonvoting member.
9 (e) Four persons representing different Prosperity
10 Campaigns in the state.
11 (f) One member of the Greater Miami Prosperity
12 Campaign.
13 (g) One representative from the Florida Bankers
14 Association.
15 (h) One representative from the Florida Institute of
16 CPAs.
17 (i) One representative from the Florida Credit Union
18 League.
19 (j) One representative from the Florida League of
20 Cities.
21 (k) One representative from the Florida Association of
22 Counties.
23 (l) One representative from the Florida Association of
24 Realtors.
25 (m) One representative from United Way of Florida.
26 (n) One representative from Leadership Florida.
27 (o) One representative from the Florida Chamber of
28 Commerce.
29 (p) One representative from a nonprofit or
30 community-based low-wage worker organization.
31 (q) One representative from the Florida Jump$tart

1 Coalition for Personal Financial Literacy.
2 (3) Council members shall be appointed to serve 2-year
3 terms beginning July 1, 2006. A vacancy on the council shall
4 be filled for the balance of the unexpired term in the same
5 manner as the original appointment.
6 (4) The council shall meet quarterly or upon the call
7 of the chair. Annually, at the meeting in the first quarter,
8 officers consisting of a chair, vice chair, and secretary
9 shall be elected to serve until a successor is elected. No
10 officer shall serve more than 2 consecutive years in the same
11 office.
12 (5) Members of the council shall serve without
13 compensation, but shall be reimbursed for per diem and travel
14 expenses in accordance with s. 112.061.
15 (6) The council shall have the following
16 responsibilities:
17 (a) Assist in the development and enhancement of
18 Prosperity Campaigns and related programs throughout the
19 state, using best practices developed by Prosperity Campaigns
20 in Florida and nationally.
21 (b) Work with federal, state, and local governments,
22 nonprofit entities, and the private sector to provide
23 information to Florida citizens about economic benefits
24 programs and financial literacy.
25 (c) Work with the Department of Education in
26 developing financial literacy instruction to be part of the
27 life management skills course pursuant to s. 1003.43.
28 (d) Take other action as necessary to meet its
29 statutory mission as described in subsection (1).
30 (7) By June 30, 2007, and annually thereafter, the
31 council shall provide a detailed report to the Governor, the

1 President of the Senate, and the Speaker of the House of
2 Representatives on the council's performance of the
3 responsibilities required by subsection (6). The report shall
4 include an assessment of the effectiveness of Prosperity
5 Campaigns and an evaluation of obstacles to that effectiveness
6 and shall make recommendations for legislative action.
7 (8) The provisions of this section shall stand
8 repealed on July 1, 2010, unless saved from repeal through
9 reenactment by the Legislature.
10 Section 2. Paragraph (i) of subsection (1) of section
11 1003.43, Florida Statutes, is amended to read:
12 1003.43 General requirements for high school
13 graduation.--
14 (1) Graduation requires successful completion of
15 either a minimum of 24 academic credits in grades 9 through 12
16 or an International Baccalaureate curriculum. The 24 credits
17 shall be distributed as follows:
18 (i) One-half credit in life management skills to
19 include instruction in financial literacy focused on the
20 importance of financial management, savings, investments,
21 credit scores, and other relevant subjects; consumer
22 education;, positive emotional development;, marriage and
23 relationship skill-based education;, nutrition;, parenting
24 skills;, prevention of human immunodeficiency virus infection
25 and acquired immune deficiency syndrome and other sexually
26 transmissible diseases;, benefits of sexual abstinence and
27 consequences of teenage pregnancy;, information and
28 instruction on breast cancer detection and breast
29 self-examination;, cardiopulmonary resuscitation;, drug
30 education;, and the hazards of smoking.

1 District school boards may award a maximum of one-half credit
2 in social studies and one-half elective credit for student
3 completion of nonpaid voluntary community or school service
4 work. Students choosing this option must complete a minimum of
5 75 hours of service in order to earn the one-half credit in
6 either category of instruction. Credit may not be earned for
7 service provided as a result of court action. District school
8 boards that approve the award of credit for student volunteer
9 service shall develop guidelines regarding the award of the
10 credit, and school principals are responsible for approving
11 specific volunteer activities. A course designated in the
12 Course Code Directory as grade 9 through grade 12 that is
13 taken below the 9th grade may be used to satisfy high school
14 graduation requirements or Florida Academic Scholars award
15 requirements as specified in a district school board's student
16 progression plan. A student shall be granted credit toward
17 meeting the requirements of this subsection for equivalent
18 courses, as identified pursuant to s. 1007.271(6), taken
19 through dual enrollment.
20 Section 3. This act shall take effect July 1, 2006.
