2 An act relating to Prosperity Campaigns;
3 creating s. 445.057, F.S.; establishing the
4 Florida Prosperity Campaign Council within
5 Workforce Florida, Inc.; providing membership;
6 providing for meetings and reimbursement for
7 per diem and travel expenses; providing duties
8 of the council; requiring that development of
9 financial literacy instruction be included in
10 high school life management skills coursework;
11 providing reporting requirements; providing for
12 repeal; amending s. 1003.43, F.S., relating to
13 general requirements for high school
14 graduation; requiring that financial literacy
15 instruction be part of the life management
16 skills credit requirement; providing an
17 effective date.

19 Be It Enacted by the Legislature of the State of Florida:
20
21 Section 1. Section 445.057, Florida Statutes, is
22 created to read:
23 445.057 Florida Prosperity Campaign Council.--
24 (1) There is established the Florida Prosperity
25 Campaign Council to be administratively housed in Workforce
26 Florida, Inc. The council shall develop, enhance, and assist
27 in the coordination of Prosperity Campaigns throughout the
28 state with the goal of providing economic benefits services
29 and related information to Florida citizens.

1 (2) The council shall consist of the following
2 members, each appointed by the Governor except as otherwise
3 provided:
4 (a) One member of the Senate appointed by the
5 President of the Senate, who shall serve as an ex officio,
6 nonvoting member.
7 (b) One member of the House of Representatives
8 appointed by the Speaker of the House of Representatives, who
9 shall serve as an ex officio, nonvoting member.
10 (c) The Chief Financial Officer or his or her
11 designee, who shall serve as an ex officio, nonvoting member.
12 (d) The Commissioner of Education or his or her
13 designee, who shall serve as an ex officio, nonvoting member.
14 (e) Four persons representing different Prosperity
15 Campaigns in the state.
16 (f) One member of the Greater Miami Prosperity
17 Campaign.
18 (g) One representative from the Florida Bankers
19 Association.
20 (h) One representative from the Florida Institute of
21 CPAs.
22 (i) One representative from the Florida Credit Union
23 League.
24 (j) One representative from the Florida League of
25 Cities.
26 (k) One representative from the Florida Association of
27 Counties.
28 (l) One representative from the Florida Association of
29 Realtors.
30 (m) One representative from United Way of Florida.
31 (n) One representative from Leadership Florida.

1 (o) One representative from the Florida Chamber of
2 Commerce.
3 (p) One representative from a nonprofit or
4 community-based low-wage worker organization.
5 (q) One representative from the Florida Jump$tart
6 Coalition for Personal Financial Literacy.
7 (3) Council members shall be appointed to serve 2-year
8 terms beginning July 1, 2006. A vacancy on the council shall
9 be filled for the balance of the unexpired term in the same
10 manner as the original appointment.
11 (4) The council shall meet quarterly or upon the call
12 of the chair. Annually, at the meeting in the first quarter,
13 officers consisting of a chair, vice chair, and secretary
14 shall be elected to serve until a successor is elected. No
15 officer shall serve more than 2 consecutive years in the same
16 office.
17 (5) Members of the council shall serve without
18 compensation, but shall be reimbursed for per diem and travel
19 expenses in accordance with s. 112.061.
20 (6) The council shall have the following
21 responsibilities:
22 (a) Assist in the development and enhancement of
23 Prosperity Campaigns and related programs throughout the
24 state, using best practices developed by Prosperity Campaigns
25 in Florida and nationally.
26 (b) Work with federal, state, and local governments,
27 nonprofit entities, and the private sector to provide
28 information to Florida citizens about economic benefits
29 programs and financial literacy.

1 (c) Work with the Department of Education in
2 developing financial literacy instruction to be part of the
3 life management skills course pursuant to s. 1003.43.
4 (d) Take other action as necessary to meet its
5 statutory mission as described in subsection (1).
6 (7) By June 30, 2007, and annually thereafter, the
7 council shall provide a detailed report to the Governor, the
8 President of the Senate, and the Speaker of the House of
9 Representatives on the council's performance of the
10 responsibilities required by subsection (6). The report shall
11 include an assessment of the effectiveness of Prosperity
12 Campaigns and an evaluation of obstacles to that effectiveness
13 and shall make recommendations for legislative action.
14 (8) The provisions of this section shall stand
15 repealed on July 1, 2010, unless saved from repeal through
16 reenactment by the Legislature.
17 Section 2. Paragraph (i) of subsection (1) of section
18 1003.43, Florida Statutes, is amended to read:
19 1003.43 General requirements for high school
20 graduation.--
21 (1) Graduation requires successful completion of
22 either a minimum of 24 academic credits in grades 9 through 12
23 or an International Baccalaureate curriculum. The 24 credits
24 shall be distributed as follows:
25 (i) One-half credit in life management skills to
26 include instruction in financial literacy focused on the
27 importance of financial management, savings, investments,
28 credit scores, and other relevant subjects; consumer
29 education;, positive emotional development;, marriage and
30 relationship skill-based education;, nutrition;, parenting
31 skills;, prevention of human immunodeficiency virus infection

1 and acquired immune deficiency syndrome and other sexually
2 transmissible diseases;, benefits of sexual abstinence and
3 consequences of teenage pregnancy;, information and
4 instruction on breast cancer detection and breast
5 self-examination;, cardiopulmonary resuscitation;, drug
6 education;, and the hazards of smoking.

8 District school boards may award a maximum of one-half credit
9 in social studies and one-half elective credit for student
10 completion of nonpaid voluntary community or school service
11 work. Students choosing this option must complete a minimum of
12 75 hours of service in order to earn the one-half credit in
13 either category of instruction. Credit may not be earned for
14 service provided as a result of court action. District school
15 boards that approve the award of credit for student volunteer
16 service shall develop guidelines regarding the award of the
17 credit, and school principals are responsible for approving
18 specific volunteer activities. A course designated in the
19 Course Code Directory as grade 9 through grade 12 that is
20 taken below the 9th grade may be used to satisfy high school
21 graduation requirements or Florida Academic Scholars award
22 requirements as specified in a district school board's student
23 progression plan. A student shall be granted credit toward
24 meeting the requirements of this subsection for equivalent
25 courses, as identified pursuant to s. 1007.271(6), taken
26 through dual enrollment.
27 Section 3. This act shall take effect July 1, 2006.

4 The committee substitute for SB 1224 makes the following
changes to the bill as filed:

- Replaces the proposed "Prosperity Campaign Office" with
6 "Florida Prosperity Campaign Council";
7 - Designates legislative members and agency heads who serve
on the Prosperity Council as ex-officio, non-voting
8 members;
9 - Replaces specific requirements of the council with
general requirements; and
10
- Deletes the list of activities the Prosperity Campaigns
11 are encouraged to perform.
