5     Section 2.  Section 1004.635, Florida Statutes, is created
6to read:
7     1004.635  State University System Research and Economic
8Development Investment Program.--
9     (1)  LEGISLATIVE INTENT.--It is the intent of the
10Legislature to create an investment program in state
11universities that enhances graduate education and enables state
12universities to become nationally competitive in science and
13technology-based economic development.
14     (2)  GENERAL PROVISIONS.--There is created the State
15University System Research and Economic Development Investment
16Program to provide matching funds to eligible institutions to
17construct and acquire cutting-edge, state-of-the-art science and
18engineering research facilities and specialized equipment to
19support research programs, foster economic development, and
20accelerate Florida's innovation economy. The program shall be
21administered by the Board of Governors of the State University
22System.
23     (3)  INSTITUTIONAL ELIGIBILITY CRITERIA.--To be eligible to
24participate in the State University System Research and Economic
25Development Investment Program, a state university must meet
26each of the following criteria:
27     (a)  The number of nonprofessional doctoral degrees awarded
28each year must exceed 250. For purposes of this section,
29nonprofessional doctoral degrees do not include degrees awarded
30in law, medicine, dentistry, and veterinary medicine. At least
3125 percent of the nonprofessional doctoral degrees must be in a
32mathematics, science, technology, engineering, or health-related
33discipline as defined by Classification of Instructional Program
34codes.
35     (b)  The number of postdoctoral appointees reported in the
36most recent NSF/NIH Survey of Graduate Students and
37Postdoctorates in Science and Engineering must exceed 200.
38     (c)  The 4-year undergraduate graduation rate must equal 40
39percent or higher.
40     (d)  Expenditures from externally awarded contracts and
41grants must be a minimum of $100 million per year.
42     (e)  The university must have a proven track record of
43securing patents and licenses leading to products in the
44marketplace over the last 5 years.
45     (f)  At least 75 percent of the entering freshmen each
46academic year who are classified as residents for tuition
47purposes pursuant to s. 1009.21 must be eligible to receive
48Florida Bright Futures Scholarships.

50The Board of Governors shall develop uniform guidelines,
51definitions, and reporting formats for a university to use to
52demonstrate that it meets each of the criteria described in this
53subsection. The Board of Governors shall determine the
54eligibility status of a state university to participate in the
55program.
56     (4)  USE OF FUNDS.--Funds appropriated for the State
57University System Research and Economic Development Investment
58Program shall be used by the Board of Governors to match funds
59raised by an eligible university from nonuniversity sources on a
60one-time dollar-for-dollar basis.
61     Section 3.  For the 2006-2007 fiscal year, the sum of
62$150,000,000 is appropriated from nonrecurring general revenue
63funds to the Board of Governors of the State University System
64of which $50 million shall be allocated for the 21st Century
65World Class Scholars Program, $50 million shall be allocated for
66the Centers of Excellence Program, and $50 million shall be
67allocated for the State University System Research and Economic
68Development Investment Program.
