14 Between lines 74 and 75,

16 insert:
17 Section 4.
18 (1) Each supervisor of elections shall supply, as
19 needed, voter registration applications to each retailer, as
20 defined in s. 24.103, Florida Statutes, who sells lottery
21 tickets in this state and the subagents of such retailer. At
22 each location where lottery tickets are sold in this state,
23 voter registration applications shall be displayed and made
24 available to the public.
25 (2) Each retailer, as defined in s. 24.103, Florida
26 Statutes, or subagent of such retailer shall ask each person
27 who buys a lottery ticket in this state if he or she would
28 like a voter registration application and may provide such
29 application to the buyer but shall not assist such buyers with
30 voter registration applications or collect complete or
31 incomplete voter registration applications.

1 (3) When acting in its official capacity pursuant to
2 this section, neither a retailer nor a subagent is deemed a
3 third-party registration organization, as defined in s.
4 97.021(36), Florida Statutes, or a voter registration agency,
5 as defined in s. 97.021(40), Florida Statutes, and is not
6 authorized to solicit, accept, or collect voter registration
7 applications or provide voter registration services.

12 On line 14, after the semicolon,

14 insert:
15 requiring the supervisor of elections of each

19 registration applications to be displayed at
20 each location where lottery tickets are sold in
21 this state; requiring that buyers of lottery
22 tickets in this state be asked if they would
