1 A bill to be entitled
2 An act relating to specialty license plates;
3 amending ss. 320.08056 and 320.08058, F.S.;
4 creating the Support Our Troops license plate;
5 establishing the annual use fee for the plate;
6 providing for the distribution of annual use
7 fees received from the sale of the plates;
8 providing for the Department of Highway Safety
9 and Motor Vehicles to provide the name and
10 address of the buyer of the plate to the
11 sponsoring organization; providing a
12 conditional effective date.

14 WHEREAS, to create a concrete statement of thanks to
15 our troops for their service, civilians have stepped forward
16 and founded Support Our Troops, Inc., a national nonprofit
17 organization based in Florida that is dedicated to permanently
18 supporting the troops and their families, and
19 WHEREAS, through a comprehensive program that enables
20 individuals to offer support through multiple charitable
21 methodologies, Support Our Troops, Inc., provides the means
22 through which individuals may take direct personal financial
23 responsibility for their troops and engage in direct financial
24 support for the troops and their families, and
25 WHEREAS, Support Our Troops, Inc., also provides the
26 means through which people may publicly display support for
27 their troops, and
28 WHEREAS, the Support Our Troops license plate will
29 serve these very important functions and will, by example,
30 encourage others to do the same, NOW, THEREFORE,

1 Be It Enacted by the Legislature of the State of Florida:

3 Section 1. Paragraph (eee) is added to subsection (4)
4 of section 320.08056, Florida Statutes, as amended by chapter
5 2005-357, Laws of Florida, to read:
6 320.08056 Specialty license plates.--
7 (4) The following license plate annual use fees shall
8 be collected for the appropriate specialty license plates:
9 (eee) Support Our Troops license plate, $25.
10 Section 2. Subsection (57) is added to section
11 320.08058, Florida Statutes, as amended by chapter 2005-357,
12 Laws of Florida, to read:
13 320.08058 Specialty license plates.--
14 (57) SUPPORT OUR TROOPS LICENSE PLATES.--
15 (a) The department shall develop a Support Our Troops
16 license plate as provided in this section. Support Our Troops
17 license plates must bear the colors and design approved by the
18 department and must contain an emblem or logo representing a
19 soldier and a child. The word "Florida" must appear at the top
20 of the plate, and the words "Support Our Troops" must appear
21 at the bottom of the plate.
22 (b) The proceeds of the annual use fee shall be
23 distributed to Support Our Troops, Inc., which shall use the
24 proceeds according to its articles of incorporation.
25 (c) Application for the Support Our Troops specialty
26 license plate by a motor vehicle owner or lessee shall
27 constitute prior written consent and instruction by the
28 applicant to the Department of Highway Safety and Motor
29 Vehicles to provide his or her name and address to the
30 sponsoring organization.

1 Section 3. This act shall take effect July 1, 2006, if
2 Support Our Troops, Inc., has met the requirements of s.
3 320.08053(1)(b), Florida Statutes, for approval of the Support
4 Our Troops specialty license plate prior to that date, except
5 that this section shall take effect upon this act becoming a
6 law.
