16 | F.S.; requiring the governing authority of each private |
17 | school to provide certain health information, including a |
18 | recommended immunization schedule and information |
19 | regarding meningococcal disease; providing an effective |
20 | date. |

22 | Be It Enacted by the Legislature of the State of Florida: |
23 |
|
24 | Section 1. Subsections (2) and (7) of section 1002.23, |
25 | Florida Statutes, are amended to read: |
26 | 1002.23 Family and School Partnership for Student |
27 | Achievement Act.-- |
28 | (2) To facilitate meaningful parent and family |
29 | involvement, the Department of Education shall develop |
30 | guidelines for a parent guide to successful student achievement |
31 | which describes what parents need to know about their child's |
32 | educational progress and how they can help their child to |
33 | succeed in school. The guidelines shall include, but need not be |
34 | limited to: |
35 | (a) Parental information regarding: |
36 | 1. Requirements for their child to be promoted to the next |
37 | grade, as provided for in s. 1008.25; |
38 | 2. Progress of their child toward achieving state and |
39 | district expectations for academic proficiency; |
40 | 3. Assessment results, including report cards and progress |
41 | reports; and |
42 | 4. Qualifications of their child's teachers; and |
43 | 5. School entry requirements, including required |
44 | immunizations and the recommended immunization schedule; |
45 | (b) Services available for parents and their children, |
46 | such as family literacy services; mentoring, tutorial, and other |
47 | academic reinforcement programs; college planning, academic |
48 | advisement, and student counseling services; and after-school |
49 | programs; |
50 | (c) Opportunities for parental participation, such as |
51 | parenting classes, adult education, school advisory councils, |
52 | and school volunteer programs; |
53 | (d) Opportunities for parents to learn about rigorous |
54 | academic programs that may be available for their child, such as |
55 | honors programs, dual enrollment, advanced placement, |
56 | International Baccalaureate, International General Certificate |
57 | of Secondary Education (pre-AICE), Advanced International |
58 | Certificate of Education, Florida Virtual High School courses, |
59 | and accelerated access to postsecondary education; |
60 | (e) Educational choices, as provided for in s. 1002.20(6), |
61 | and corporate income tax credit scholarships, as provided for in |
62 | s. 220.187; |
63 | (f) Classroom and test accommodations available for |
64 | students with disabilities; and |
65 | (g) School board rules, policies, and procedures for |
66 | student promotion and retention, academic standards, student |
67 | assessment, courses of study, instructional materials, and |
68 | contact information for school and district offices; and |
69 | (h) Resources for information on student health and other |
70 | available resources for parents. |
71 | (7) Each school district shall develop and disseminate a |
72 | parent guide to successful student achievement, consistent with |
73 | the guidelines of the Department of Education, which addresses |
74 | what parents need to know about their child's educational |
75 | progress and how parents can help their child to succeed in |
76 | school. The guide must: |
77 | (a) Be understandable to students and parents; |
78 | (b) Be distributed to all parents, students, and school |
79 | personnel at the beginning of each school year; |
80 | (c) Be discussed at the beginning of each school year in |
81 | meetings of students, parents, and teachers; and |
82 | (d) Include information concerning services, |
83 | opportunities, choices, academic standards, and student |
84 | assessment; and |
85 | (e) Provide information on the importance of student |
86 | health and available immunizations and vaccinations, including, |
87 | but not limited to: |
88 | 1. A recommended immunization schedule in accordance with |
89 | United States Centers for Disease Control and Prevention |
90 | recommendations. |
91 | 2. Detailed information regarding the causes, symptoms, |
92 | and transmission of meningococcal disease and the availability, |
93 | effectiveness, known contraindications, and appropriate age for |
94 | the administration of any required or recommended vaccine |
95 | against meningococcal disease, in accordance with the |
96 | recommendations of the Advisory Committee on Immunization |
97 | Practices of the United States Centers for Disease Control and |
98 | Prevention. |

100 | The parent guide may be included as a part of the code of |
101 | student conduct that is required in s. 1006.07(2). |
102 | Section 2. Subsection (6) of section 1002.42, Florida |
103 | Statutes, is amended to read: |
104 | 1002.42 Private schools.-- |
105 | (6) IMMUNIZATIONS.--The governing authority of each |
106 | private school shall: |
107 | (a) Require students to present a certification of |
108 | immunization in accordance with the provisions of s. 1003.22(3)- |
109 | (11). |
110 | (b) Provide information on the importance of student |
111 | health and available immunizations and vaccinations, including, |
112 | but not limited to: |
113 | 1. A recommended immunization schedule in accordance with |
114 | United States Centers for Disease Control and Prevention |
115 | recommendations. |
116 | 2. Detailed information regarding the causes, symptoms, |
117 | and transmission of meningococcal disease and the availability, |
118 | effectiveness, known contraindications, and appropriate age for |
119 | the administration of any required or recommended vaccine |
120 | against meningococcal disease, in accordance with the |
121 | recommendations of the Advisory Committee on Immunization |
122 | Practices of the United States Centers for Disease Control and |
123 | Prevention. |
124 | Section 3. This act shall take effect July 1, 2006. |
