7F.S.; requiring the Department of Education to include
8parental information regarding school entry requirements
9and recommended immunization schedules in the guidelines
10for a parent guide; requiring departmental guidelines
11regarding student health and other resources; specifying
12that each school district develop and disseminate a parent
13guide that provides certain health information, including
14a recommended immunization schedule and information
15regarding meningococcal disease; amending s. 1002.42,
16F.S.; requiring the governing authority of each private
17school to provide certain health information, including a
18recommended immunization schedule and information
19regarding meningococcal disease; providing an effective
20date.

22Be It Enacted by the Legislature of the State of Florida:
23
24     Section 1.  Subsections (2) and (7) of section 1002.23,
25Florida Statutes, are amended to read:
26     1002.23  Family and School Partnership for Student
27Achievement Act.--
28     (2)  To facilitate meaningful parent and family
29involvement, the Department of Education shall develop
30guidelines for a parent guide to successful student achievement
31which describes what parents need to know about their child's
32educational progress and how they can help their child to
33succeed in school. The guidelines shall include, but need not be
34limited to:
35     (a)  Parental information regarding:
36     1.  Requirements for their child to be promoted to the next
37grade, as provided for in s. 1008.25;
38     2.  Progress of their child toward achieving state and
39district expectations for academic proficiency;
40     3.  Assessment results, including report cards and progress
41reports; and
42     4.  Qualifications of their child's teachers; and
43     5.  School entry requirements, including required
44immunizations and the recommended immunization schedule;
45     (b)  Services available for parents and their children,
46such as family literacy services; mentoring, tutorial, and other
47academic reinforcement programs; college planning, academic
48advisement, and student counseling services; and after-school
49programs;
50     (c)  Opportunities for parental participation, such as
51parenting classes, adult education, school advisory councils,
52and school volunteer programs;
53     (d)  Opportunities for parents to learn about rigorous
54academic programs that may be available for their child, such as
55honors programs, dual enrollment, advanced placement,
56International Baccalaureate, International General Certificate
57of Secondary Education (pre-AICE), Advanced International
58Certificate of Education, Florida Virtual High School courses,
59and accelerated access to postsecondary education;
60     (e)  Educational choices, as provided for in s. 1002.20(6),
61and corporate income tax credit scholarships, as provided for in
62s. 220.187;
63     (f)  Classroom and test accommodations available for
64students with disabilities; and
65     (g)  School board rules, policies, and procedures for
66student promotion and retention, academic standards, student
67assessment, courses of study, instructional materials, and
68contact information for school and district offices; and
69     (h)  Resources for information on student health and other
70available resources for parents.
71     (7)  Each school district shall develop and disseminate a
72parent guide to successful student achievement, consistent with
73the guidelines of the Department of Education, which addresses
74what parents need to know about their child's educational
75progress and how parents can help their child to succeed in
76school. The guide must:
77     (a)  Be understandable to students and parents;
78     (b)  Be distributed to all parents, students, and school
79personnel at the beginning of each school year;
80     (c)  Be discussed at the beginning of each school year in
81meetings of students, parents, and teachers; and
82     (d)  Include information concerning services,
83opportunities, choices, academic standards, and student
84assessment; and
85     (e)  Provide information on the importance of student
86health and available immunizations and vaccinations, including,
87but not limited to:
88     1.  A recommended immunization schedule in accordance with
89United States Centers for Disease Control and Prevention
90recommendations.
91     2.  Detailed information regarding the causes, symptoms,
92and transmission of meningococcal disease and the availability,
93effectiveness, known contraindications, and appropriate age for
94the administration of any required or recommended vaccine
95against meningococcal disease, in accordance with the
96recommendations of the Advisory Committee on Immunization
97Practices of the United States Centers for Disease Control and
98Prevention.

100The parent guide may be included as a part of the code of
101student conduct that is required in s. 1006.07(2).
102     Section 2.  Subsection (6) of section 1002.42, Florida
103Statutes, is amended to read:
104     1002.42  Private schools.--
105     (6)  IMMUNIZATIONS.--The governing authority of each
106private school shall:
107     (a)  Require students to present a certification of
108immunization in accordance with the provisions of s. 1003.22(3)-
109(11).
110     (b)  Provide information on the importance of student
111health and available immunizations and vaccinations, including,
112but not limited to:
113     1.  A recommended immunization schedule in accordance with
114United States Centers for Disease Control and Prevention
115recommendations.
116     2.  Detailed information regarding the causes, symptoms,
117and transmission of meningococcal disease and the availability,
118effectiveness, known contraindications, and appropriate age for
119the administration of any required or recommended vaccine
120against meningococcal disease, in accordance with the
121recommendations of the Advisory Committee on Immunization
122Practices of the United States Centers for Disease Control and
123Prevention.
124     Section 3.  This act shall take effect July 1, 2006.
