A bill to be entitled
2An act relating to immunizations; amending s. 1002.23,
3F.S.; requiring the Department of Education to include
4parental information regarding school entry requirements
5and recommended immunization schedules in the guidelines
6for a parent guide; requiring departmental guidelines
7regarding student health and other resources; specifying
8that each school district develop and disseminate a parent
9guide that provides certain health information, including
10a recommended immunization schedule and information
11regarding meningococcal disease; amending s. 1002.42,
12F.S.; requiring the governing authority of each private
13school to provide certain health information, including a
14recommended immunization schedule and information
15regarding meningococcal disease; providing an effective
16date.

18Be It Enacted by the Legislature of the State of Florida:
19
20     Section 1.  Subsections (2) and (7) of section 1002.23,
21Florida Statutes, are amended to read:
22     1002.23  Family and School Partnership for Student
23Achievement Act.--
24     (2)  To facilitate meaningful parent and family
25involvement, the Department of Education shall develop
26guidelines for a parent guide to successful student achievement
27which describes what parents need to know about their child's
28educational progress and how they can help their child to
29succeed in school. The guidelines shall include, but need not be
30limited to:
31     (a)  Parental information regarding:
32     1.  Requirements for their child to be promoted to the next
33grade, as provided for in s. 1008.25;
34     2.  Progress of their child toward achieving state and
35district expectations for academic proficiency;
36     3.  Assessment results, including report cards and progress
37reports; and
38     4.  Qualifications of their child's teachers; and
39     5.  School entry requirements, including required
40immunizations and the recommended immunization schedule;
41     (b)  Services available for parents and their children,
42such as family literacy services; mentoring, tutorial, and other
43academic reinforcement programs; college planning, academic
44advisement, and student counseling services; and after-school
45programs;
46     (c)  Opportunities for parental participation, such as
47parenting classes, adult education, school advisory councils,
48and school volunteer programs;
49     (d)  Opportunities for parents to learn about rigorous
50academic programs that may be available for their child, such as
51honors programs, dual enrollment, advanced placement,
52International Baccalaureate, International General Certificate
53of Secondary Education (pre-AICE), Advanced International
54Certificate of Education, Florida Virtual High School courses,
55and accelerated access to postsecondary education;
56     (e)  Educational choices, as provided for in s. 1002.20(6),
57and corporate income tax credit scholarships, as provided for in
58s. 220.187;
59     (f)  Classroom and test accommodations available for
60students with disabilities; and
61     (g)  School board rules, policies, and procedures for
62student promotion and retention, academic standards, student
63assessment, courses of study, instructional materials, and
64contact information for school and district offices; and
65     (h)  Resources for information on student health and other
66available resources for parents.
67     (7)  Each school district shall develop and disseminate a
68parent guide to successful student achievement, consistent with
69the guidelines of the Department of Education, which addresses
70what parents need to know about their child's educational
71progress and how parents can help their child to succeed in
72school. The guide must:
73     (a)  Be understandable to students and parents;
74     (b)  Be distributed to all parents, students, and school
75personnel at the beginning of each school year;
76     (c)  Be discussed at the beginning of each school year in
77meetings of students, parents, and teachers; and
78     (d)  Include information concerning services,
79opportunities, choices, academic standards, and student
80assessment; and
81     (e)  Provide information on the importance of student
82health and available immunizations and vaccinations, including,
83but not limited to:
84     1.  A recommended immunization schedule in accordance with
85United States Centers for Disease Control and Prevention
86recommendations.
87     2.  Detailed information regarding the causes, symptoms,
88and transmission of meningococcal disease and the availability,
89effectiveness, known contraindications, and appropriate age for
90the administration of any required or recommended vaccine
91against meningococcal disease, in accordance with the
92recommendations of the Advisory Committee on Immunization
93Practices of the United States Centers for Disease Control and
94Prevention.

96The parent guide may be included as a part of the code of
97student conduct that is required in s. 1006.07(2).
98     Section 2.  Subsection (6) of section 1002.42, Florida
99Statutes, is amended to read:
100     1002.42  Private schools.--
101     (6)  IMMUNIZATIONS.--The governing authority of each
102private school shall:
103     (a)  Require students to present a certification of
104immunization in accordance with the provisions of s. 1003.22(3)-
105(11).
106     (b)  Provide information on the importance of student
107health and available immunizations and vaccinations, including,
108but not limited to:
109     1.  A recommended immunization schedule in accordance with
110United States Centers for Disease Control and Prevention
111recommendations.
112     2.  Detailed information regarding the causes, symptoms,
113and transmission of meningococcal disease and the availability,
114effectiveness, known contraindications, and appropriate age for
115the administration of any required or recommended vaccine
116against meningococcal disease, in accordance with the
117recommendations of the Advisory Committee on Immunization
118Practices of the United States Centers for Disease Control and
119Prevention.
120     Section 3.  This act shall take effect July 1, 2006.
