13         Senate Amendment (with title amendment) 
14         On page 3, between lines 12 and 13,
15  
16  insert:  
17         Section 2.  (1)  The Department of Health in
18  partnership with the Department of Education shall award
19  grants to local school districts to implement a 3-year pilot
20  program that targets students in the fourth and fifth grades
21  in ten geographically and demographically diverse counties.
22  The pilot program must:
23         (a)  Have a program provider. The program provider
24  shall:
25         1.  Have a prevention education program currently in
26  use throughout the school districts in this state in order to
27  receive funds under the grants provided by the pilot program;
28         2.  Promote the "Fresh 2-U" campaign by the Department
29  of Agriculture and Consumer Services;
30         3.  Have an established partnership with the Produce
31  for Better Health Foundation and promote its "5 A Day the

Work with school districts to use multimedia 3 methods and awareness events to promote healthful nutrition 4 and physical activity opportunities throughout the school 5 year, targeting students, staff, parents, and caregivers. 6 (b) Establish a school-based program in elementary 7 schools for purposes of promoting healthy eating habits, 8 increasing physical activity, and improving fitness, and 9 include formal curriculum on physical activity and nutrition 10 which is consistent with recommendations from the Governor's 11 Task Force on the Obesity Epidemic, February 2004. 12 (c) Provide education and professional-development 13 training to teachers on how to implement the program to model 14 physical activity and healthy eating behavior and on the 15 importance of building positive physical habits during school 16 and away from school. 17 (d) Empower teachers to facilitate educational 18 opportunities to support and sustain lifelong physical 19 activity and healthy eating. 20 (e) Incorporate physical activity and nutrition 21 education into core classroom subject areas and various 22 curricula, including, but not limited to, math, science, home 23 economics, and language arts, linked to the Sunshine State 24 Standards. 25 (f) Integrate nutrition and physical activities into 26 other educational opportunities both inside and outside of the 27 classroom. Teachers, administrators, school food-service 28 personnel, other school personnel, parents, and students shall 29 collaborate on creating a positive physical activity and 30 healthy nutrition environment. Florida Senate - 2006 SENATOR AMENDMENT Bill No. CS for CS for SB 1324 Barcode 232434 1 caregivers. 2 (g) Provide resources and education for core classroom 3 teachers to promote collaboration between the physical 4 education and core classroom teachers and create a 5 comprehensive educational experience to enable the students to 6 develop the skills, knowledge, and attitudes to make healthy 7 decisions using critical-thinking skills throughout their 8 lives while enhancing the reading and academic skills of the 9 students. 10 (h) Provide resources that are sustainable, and 11 provide open, web-based resources to teachers and students 12 across the state. 13 (i) Be compliant with the applicable state education 14 standards. 15 (j) Provide nutrition-education activities that are 16 developed in partnership with the Produce for Better Health 17 Foundation. 18 (k) Develop curriculum that is evidenced and 19 research-based and seek to have results published in 20 peer-reviewed journals demonstrating a statistically 21 significant reduction in body mass index and an increase in 22 fruit and vegetable consumption and levels of physical 23 activity among participating students. 24 (l) Hire a statewide coordinator to provide ongoing 25 support for teachers and staff who implement the program. 26 (2) At the completion of the 3-year pilot program, the 27 Office of Program Policy Analysis and Government 28 Accountability shall conduct a performance evaluation to 29 determine the effectiveness of the program in changing body 30 mass index, increasing knowledge, and improving attitudes and 31 behaviors of students related to nutrition and physical 3 8:33 AM 04/27/06 s1324c2c-02-ta1

Following the completion of the 2006-2007 and 2 2007-2008 school years, the Office of Program Policy Analysis 3 and Government Accountability shall submit interim reports to 4 the Legislature. 5 (3) To be eligible for the grant, school districts 6 must agree to collect information that the Office of Program 7 Policy Analysis and Government Accountability needs to conduct 8 its evaluations. This information will facilitate the office's 9 evaluation of the effectiveness of the pilot program in 10 changing body mass index, increasing knowledge, and improving 11 attitudes and behaviors related to nutrition and physical 12 activity. The Office of Program Policy Analysis and Government 13 Accountability must supply a form on which participating 14 school districts can record the information and identify the 15 information that must be collected for the evaluation. The 16 school district must collect baseline and school-year-end 17 information concerning the participating students. 18 (4) In addition to working with the Department of 19 Education and local school districts, the Department of 20 Health, working together with the program provider, shall seek 21 partnerships with local businesses, industries, corporations, 22 philanthropies, and other organizations, including state and 23 federal grant opportunities that may assist in providing 24 funding or resources to schools. 25 26 (Redesignate subsequent sections.) 27 28 29 ================ T I T L E A M E N D M E N T =============== 30 And the title is amended as follows: 31 On page 1, line 16, after the semicolon, 4 8:33 AM 04/27/06 s1324c2c-02-ta1
