A bill to be entitled
2An act relating to student voter education; encouraging
3district school boards and county supervisors of elections
4jointly to provide a program of voter education for high
5school seniors; providing guidelines for the content of
6the educational program; requiring that the program of
7voter education be conducted during school hours;
8providing an effective date.

10Be It Enacted by the Legislature of the State of Florida:

12     Section 1.  (1)  Each district school board and county
13supervisor of elections shall cooperate to provide voter
14education to high school students who are in grade 12. The voter
15education shall be in the form of a presentation and is
16voluntary for public high schools and nonpublic high schools.
17Each supervisor of elections shall conduct the presentation for
18the public high schools and, upon request, for the nonpublic
19high schools.
20     (2)  The voter education must include information
21concerning:
22     (a)  How to register and preregister to vote.
23     (b)  The operation of voting machines.
24     (c)  How, when, and where to vote.
25     (d)  The importance of voting.
26     (3)  The voter education program must provide students with
27the opportunity, sufficient information, and sufficient time to
28complete and hand in to the supervisor of elections applications
29for voter registration.
30     (4)  The voter education program shall be conducted during
31school hours each term of the school year in order to reach a
32maximum number of students in the most effective and efficient
33manner.
34     (5)  A student may not be excluded from the voter education
35program due to an irregular class schedule, and students
36enrolled in a magnet school must be provided voter education.
37     Section 2.  This act shall take effect July 1, 2006.
