A bill to be entitled
2An act relating to student voter education; authorizing
3district school boards and county supervisors of elections
4to cooperate to provide a program of voter education for
5high school seniors; providing guidelines for the content
6of the educational program; requiring that the program of
7voter education be conducted during school hours;
8providing an effective date.

10Be It Enacted by the Legislature of the State of Florida:

12     Section 1.  (1)  Each district school board and county
13supervisor of elections may cooperate to provide voter education
14to high school students who are in grade 12. The voter education
15may be in the form of a presentation and is voluntary for public
16high schools and nonpublic high schools. Each supervisor of
17elections may conduct the presentation for the public high
18schools and, upon request, for the nonpublic high schools.
19     (2)  If provided, the voter education must include
20information concerning:
21     (a)  How to register and preregister to vote.
22     (b)  The operation of voting machines.
23     (c)  How, when, and where to vote.
24     (d)  The importance of voting.
25     (3)  If provided, the voter education program must provide
26students with the opportunity, sufficient information, and
27sufficient time to complete and hand in to the supervisor of
28elections applications for voter registration.
29     (4)  If provided, the voter education program shall be
30conducted during school hours each term of the school year in
31order to reach a maximum number of students in the most
32effective and efficient manner.
33     (5)  If voter education is provided, a student may not be
34excluded from the voter education program due to an irregular
35class schedule, and students enrolled in a magnet school must be
36provided the same opportunity for voter education.
37     Section 2.  This act shall take effect July 1, 2006.
