11  The Committee on Community Affairs (Haridopolos) recommended
12  the following substitute for amendment (405864):
13  
14         Senate Amendment (with title amendment) 
15         Delete everything after the enacting clause,
16  
17  and insert:  
18         Section 1.  (1)  Notwithstanding subsection (3) of
19  section 109, chapter 2000-141, Laws of Florida, the Florida
20  Building Commission may update or modify the wind design
21  standard applicable to construction in this state as adopted
22  within the Florida Building Code in accordance with the
23  requirements of s. 553.73, Florida Statutes. The Florida
24  Building Commission is specifically authorized to identify
25  within the Florida Building Code those areas of the state from
26  the eastern border of Franklin County west to the
27  Florida-Alabama line that are subject to the windborne debris
28  requirements of the code. The Florida Building Commission's
29  initial designation of wind lines for this region shall
30  address the results of the study required by section 39 of
31  chapter 2005-147, Laws of Florida.  The initial designation of

 1  those areas after July 1, 2006, is subject to only the rule
 2  adoption procedures of chapter 120, Florida Statutes,
 3  notwithstanding the code development procedures of chapter
 4  553, Florida Statutes. This section shall not take effect for
 5  three months following the completion of rule making. The
 6  provisions of subsection (3) of section 109, chapter 2000-141,
 7  Laws of Florida, are expressly superseded.
 8         Section 2.  This act shall take effect July 1, 2006.
