14 Between lines 152 and 153,

16 insert:
17 Section 3. Subsection (9) of section 489.113, Florida
18 Statutes, is amended to read:
19 489.113 Qualifications for practice; restrictions.--
20 (9) Nothing in this part shall be construed to prevent
21 any contractor from acting as a prime contractor where the
22 majority of the work to be performed under the contract is
23 within the scope of his or her license and from subcontracting
24 to other licensed contractors that remaining work which is
25 part of the project contracted. Nothing in this part or in
26 chapter 471 shall be construed to prevent any licensed
27 contractor from using designs prepared by a licensed engineer
28 or business organization holding a certificate of
29 authorization under chapter 471 to apply for a permit on
30 behalf of an owner for the purpose of executing work in
31 accordance with s. 471.003(2)(f).
