15         On page 4, line 29, through page 5, line 3, delete
16  those lines

18  and insert:  
19         (c)  State agencies shall provide information and
20  assistance to the council upon request, and political
21  subdivisions, municipal corporations, public officers, and
22  school districts are encouraged to provide information and
23  assistance to the council upon request.
