3     Amendment (with title amendment)
4     Remove everything after the enacting clause and insert:
5     Section 1.  (1)  The State Board of Education shall not
6approve additional baccalaureate degree programs at community
7colleges or at institutions that were community colleges but are
8now designated as Level II institutions until such time as the
9State Board of Education prepares, and presents for legislative
10approval, a strategic plan that includes, but is not limited to,
11the following:
12     (a)  A list of the community colleges to be converted to
13Level II institutions and a rationale in support of the
14designation of each institution on the list.
15     (b)  A funding plan that makes reference to the percentages
16of general revenue that have been allocated in the past to the
17several sectors of education and how the general revenue shall
18be allocated in the future in order to provide funding in
19support of the emerging 4-year colleges.
20     (c)  An accountability program, including a standardized
21test to ensure that students entering upper-division programs at
22Level II institutions have the necessary prerequisite academic
23skills to be successful in upper-division courses. The
24standardized test requirement shall not be waived; however,
25appropriate accommodations shall be provided for students with
26documented disabilities.
27     (d)  Provisions for effective coordination between the
28Chancellor of the Division of Community Colleges and the
29Chancellor of the State University System concerning the
30development of baccalaureate degree programs.
31     (e)  Provisions for the solicitation and evaluation of
32proposals for the conduct by state universities and independent
33colleges and universities of baccalaureate degree programs on
34community college campuses, to include the evaluative criteria
35among which must be cost to the state.
36     (f)  Provisions to ensure that the community colleges
37converted to Level II institutions maintain their traditional
38community college mission, to include a specific limit on the
39percentage of degrees at the baccalaureate level awarded in any
40calendar year.
41     (2)  The strategic plan shall be forwarded to the President
42of the Senate and the Speaker of the House of Representatives on
43or before December 31, 2006.
44     Section 2.  This act shall take effect upon becoming a law.
