4 | Remove everything after the enacting clause and insert: |
5 | Section 1. (1) The State Board of Education shall not |
6 | approve additional baccalaureate degree programs at community |
7 | colleges or at institutions that were community colleges but are |
8 | now designated as Level II institutions until such time as the |
9 | State Board of Education prepares, and presents for legislative |
10 | approval, a strategic plan that includes, but is not limited to, |
11 | the following: |
12 | (a) A list of the community colleges to be converted to |
13 | Level II institutions and a rationale in support of the |
14 | designation of each institution on the list. |
15 | (b) A funding plan that makes reference to the percentages |
16 | of general revenue that have been allocated in the past to the |
17 | several sectors of education and how the general revenue shall |
18 | be allocated in the future in order to provide funding in |
19 | support of the emerging 4-year colleges. |
20 | (c) An accountability program, including a standardized |
21 | test to ensure that students entering upper-division programs at |
22 | Level II institutions have the necessary prerequisite academic |
23 | skills to be successful in upper-division courses. The |
24 | standardized test requirement shall not be waived; however, |
25 | appropriate accommodations shall be provided for students with |
26 | documented disabilities. |
27 | (d) Provisions for effective coordination between the |
28 | Chancellor of the Division of Community Colleges and the |
29 | Chancellor of the State University System concerning the |
30 | development of baccalaureate degree programs. |
31 | (e) Provisions for the solicitation and evaluation of |
32 | proposals for the conduct by state universities and independent |
33 | colleges and universities of baccalaureate degree programs on |
34 | community college campuses, to include the evaluative criteria |
35 | among which must be cost to the state. |
36 | (f) Provisions to ensure that the community colleges |
37 | converted to Level II institutions maintain their traditional |
38 | community college mission, to include a specific limit on the |
39 | percentage of degrees at the baccalaureate level awarded in any |
40 | calendar year. |
41 | (2) The strategic plan shall be forwarded to the President |
42 | of the Senate and the Speaker of the House of Representatives on |
43 | or before December 31, 2006. |
44 | Section 2. This act shall take effect upon becoming a law. |
