12 (Campbell) recommended the following amendment:

14 Senate Amendment (with title amendment)
15 On page 17, between lines 26 and 27,

17 insert:
18 Section 14. Agricultural and Environmental Sciences
19 Challenge Grants; purpose; matching funds; duties of
20 Department of Agriculture and Consumer Services; restrictions
21 on expenditures; duties of donors.--
22 (1) There is created within the Department of
23 Agriculture and Consumer Services the Agricultural and
24 Environmental Sciences Challenge Grants. The purpose and
25 intent of this program is to encourage the active
26 participation of the private sector with government in
27 research and development. Private donations must be matched
28 dollar for dollar for each donation. The department shall
29 notify the State University System of the availability of
30 funds for research and development. Research proposals must be
31 submitted to the donors of the matching grant program. The

1 donors, based on the respective amount of their donations, may
2 individually or jointly select those proposals that they
3 consider worthy of funding. A research proposal selected for
4 funding may exceed 1 year in duration. Funds may be expended
5 for allied technical personnel costs but not to employ
6 full-time personnel of the State University System. Funds that
7 are not expended within a fiscal year will be carried over to
8 the next fiscal year. Matching funds not expended within 3
9 years revert to the State Treasury.
10 (2) By October 1 of each year, the donors must notify
11 the department of the amount of donations actually made for
12 the preceding fiscal year to the State University System for
13 research and development and any additional donations pledged
14 for the next fiscal year. The department shall notify the
15 Legislature of the total amount of funds pledged and the
16 amount of the matching funds requested for the next fiscal
17 year.
18 (3) Matching funds and donations shall not be included
19 in the department's annual appropriation, nor shall the
20 department be obligated to fund any shortfall in matching
21 grants requested. Matching funds and donations shall be
22 deposited in the department's Contracts and Grants Trust Fund.
