11  Senator Smith moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 12, lines 10 through 16, delete those lines
15  
16  and insert:  Research projects funded by the department, a
17  water management district, or the Department of Agriculture
18  and Consumer Services to develop or demonstrate interim
19  measures or best management practices shall be granted a
20  presumption of compliance with state water quality standards
21  and a release from the provisions of s. 376.307(5). The
22  presumption of compliance and release shall be limited to the
23  research site and only for those pollutants addressed by the
24  interim measures or best management practices.   Eligibility
25  for the presumption of compliance and release shall be limited
26  to research projects on sites where the owner or operator of
27  the research site and the department, a water management
28  district, or the Department of Agriculture and Consumer
29  Services have entered into a contract or other agreement that,
30  at a minimum, specifies the research objectives, the
31  cost-share responsibilities of the parties, and a schedule
