2 An act relating to water resources; amending s.
3 373.196, F.S.; directing the South Florida
4 Water Management District to develop
5 recommendations addressing certain water
6 storage methods; providing an effective date.

8 Be It Enacted by the Legislature of the State of Florida:

10 Section 1. Subsection (7) is added to section 373.196,
11 Florida Statutes, to read:
12 373.196 Alternative water supply development.--
13 (7) The South Florida Water Management District shall
14 develop recommendations on the feasibility of above-ground
15 reservoirs to be constructed, operated, and maintained for the
16 storage of high-level discharges from Lake Okeechobee to the
17 Caloosahatchee River. In developing the recommendations, the
18 district shall consider infrastructure necessary to transfer
19 water being discharged from Lake Okeechobee to a reservoir and
20 infrastructure necessary to construct, operate, and maintain
21 water production and transmission facilities for the purpose
22 of supplying water for multiple uses to the surrounding areas,
23 and shall identify state and local water resource development
24 and water supply development programs that encourage the
25 development and use of alternative water supplies through
26 partnership efforts.
27 Section 2. This act shall take effect upon becoming a
28 law.

COMMITTEE SUBSTITUTE FOR

4 The committee substitute provides that the South Florida Water
Management district shall develop recommendations on the
5 feasibility of above ground reservoirs to be constructed,
operated, and maintained for the storage of high level
6 discharges from Lake Okeechobee to the Caloosahatchee River.
In developing recommendations, the district shall consider
7 infrastructure that is necessary to transfer water being
discharged from Lake Okeechobee to a reservoir. The district
8 shall also consider infrastructure that is necessary to
construct, operate, and maintain water production and
9 transmission facilities for the purpose of supplying water for
multiple uses to the surrounding areas.

The committee substitute also provides that the district shall
11 identify state and local water resource development and water
supply develop programs which encourage the development and
12 use of alternative water supplies through partnership efforts.
