2 An act relating to income-eligibility
3 requirements for state-funded programs;
4 providing legislative intent; requiring an
5 applicant for any state-funded program having
6 an income-eligibility requirement to provide
7 certain documentation to show proof of
8 household income; providing an effective date.

10 Be It Enacted by the Legislature of the State of Florida:

12 Section 1. Legislative intent.--It is the intent of
13 the Legislature that benefits provided under state-funded
14 programs be provided to qualifying households or their members
15 and not to nonqualifying households or their members. In order
16 to ensure that a household or its members are qualified, a
17 recipient of a state-funded program must accurately and fully
18 disclose all taxable and nontaxable income of all household
19 members as required by the program.
20 Section 2. Proof of income for purposes of determining
21 eligibility for state-funded programs.--In determining
22 eligibility for any state-funded program that requires proof
23 of income, an applicant shall provide, during the application
24 process and when redetermining eligibility, written
25 documentation that includes, but need not be limited to, proof
26 of household income, which must include a copy of the most
27 recent federal income tax return for each member of the
28 household. If any member of the household is not required to
29 file a federal income tax return, the applicant may submit
30 income information for that member by submitting wage and
31 earning statements or pay stubs, W-2 forms, or other

1 appropriate documents reflecting the member's income for the
2 previous 3 months, or as otherwise required by the
3 state-funded program.
4 Section 3. This act shall take effect upon becoming a
5 law.
