1	A bill to be entitled
2	An act relating to the Homosassa Special Water District,
3	Citrus County; providing for annexation of specified
4	areas; requiring a referendum; providing an effective
5	date.

7	Be It Enacted by the Legislature of the State of Florida:

9	Section 1.  Extension of district boundaries; Area A.--
10	(1)  The Homosassa Special Water District shall call for a
11	referendum no later than December 30, 2006, in accordance with
12	provisions of law relating to elections currently in force. The
13	purpose of said referendum shall be to determine whether the
14	lands within Area A as described below will be included within
15	the territorial limits of the district and will be subject to ad
16	valorem taxation at a rate not exceeding 3 mills. Only those
17	registered voters residing within Area A and only those
18	registered voters residing within the existing territorial
19	limits of the district may vote in said referendum.
20	(2)  The legal description of Area A is as follows:

22	The SE quarter of the NE quarter of Section 16,
23	Township 19 South, Range 17 East.

25	(3)  If the majority of the voters residing within Area A
26	and a majority of voters residing within the territorial limits
27	of the district voting in the referendum as provided in
28	subsection (1) determine that the lands described in subsection
29	(2) should be included within the territorial limits of the
30	district, said lands shall be included within the district
31	boundaries 10 days following the date of the referendum.
32	Section 2.  Extension of district boundaries; Area B.--
33	(1)  The Homosassa Special Water District shall call for a
34	referendum no later than December 30, 2006, in accordance with
35	provisions of law relating to elections currently in force. The
36	purpose of said referendum shall be to determine whether the
37	lands within Area B as described below will be included within
38	the territorial limits of the district and will be subject to ad
39	valorem taxation at a rate not exceeding 3 mills. Only those
40	registered voters residing within Area B and only those
41	registered voters residing within the existing territorial
42	limits of the district may vote in said referendum.
43	(2)  The legal description of Area B is as follows:

45	SPRING GARDENS Subdivision as described in Plat Book
46	11, Page 98, Public Records of Citrus County, Florida.

48	(3)  If the majority of the voters residing within Area B
49	and a majority of voters residing within the territorial limits
50	of the district voting in the referendum as provided in
51	subsection (1) determine that the lands described in subsection
52	(2) should be included within the territorial limits of the
53	district, said lands shall be included within the district
54	boundaries 10 days following the date of the referendum.

56	(1)  The Homosassa Special Water District shall call for a

68	Begin at a point on the West line of Section 23,
69	Township 19 South, Range 17 East, said point being the
70	intersection of said West line and the W'LY extension
71	of the North line of Block 178 as shown on the plat of
72	Unit 4 of Homosassa as recorded in Plat Book 1, Page
73	46, Public Records Of Citrus County, Florida, thence
74	E'LY and NE'LY along the North line of Blocks 178,
75	179, 182 & 181 as shown on said Plat, to the
76	intersection of the E'LY extension of the North line
77	of said Block 181 and the East line of said Plat, said
78	line also being the West line of Homosassa Highlands
79	as recorded in Plat Book 7, Page 33, Public Records Of
80	Citrus County, Florida, thence N'LY along said West
81	line to the intersection of the South line of Lot 10
82	of said Plat, thence E'LY along said South line to the
83	SE corner of said Lot, then S'LY along the East line
84	of Lot 9 of said plat to the intersection of the W'LY
85	extension of Lot 27 of said Plat, thence E'LY along
86	the North line of said Lot and the North line of Lots
87	23, 24, 25, & 26 of said plat to the intersection of
88	the E'LY extension of the North line of said Lot 23
89	and the West line of Lot 56 of said plat, thence N'LY
90	along said West line to the NW corner of lands
91	described in OR Book 1459, Page 143, Public Records Of
92	Citrus County, Florida, thence E'LY and S'LY along
93	said lands to the South line of said Lot 56, thence
94	E'LY along the South line of said lot and the E'LY
95	extension thereof to the East line of said plat also

155	district, said lands shall be included within the district
156	boundaries 10 days following the date of the referendum.
157	Section 4.  Sections 1, 2, and 3 of this act shall take
158	effect only upon their approval by a majority vote of those
159	qualified electors authorized under such sections and voting in
160	a referendum election to be called by the Homosassa Special
161	Water District to be held before December 30, 2006, in
162	accordance with the provisions of law relating to elections
163	currently in force, except that this section shall take effect
164	upon becoming a law.
