A bill to be entitled
2An act relating to the Sunshine Water Control District,
3Broward County; repealing chapter 63-609, Laws of Florida,
4the enacting law of the district, and providing for
5incorporation thereof as an ordinance of the City of Coral
6Springs; providing for classification and status of the
7district; providing for election or appointment of
8supervisors; providing for approval of the budget of the
9district; providing for powers and responsibilities of the
10district; providing a ballot statement; providing for a
11referendum; providing an effective date.

13Be It Enacted by the Legislature of the State of Florida:
14
15     Section 1.  Chapter 63-609, Laws of Florida, is hereby
16repealed, except that said special act is hereby declared to be
17an ordinance of the City of Coral Springs subject to the
18procedure of amendment and repeal as any other duly enacted
19ordinance of the City of Coral Springs in conformance with this
20act.
21     Section 2.  Notwithstanding chapter 298, Florida Statutes,
22upon the expiration of the term of any supervisor of the
23Sunshine Water Control District, the City of Coral Springs may
24provide for the election or appointment of a replacement
25supervisor by ordinance of the City of Coral Springs.
26     Section 3.  Notwithstanding anything contained in chapter
2763-609, Laws of Florida, any budget of the Sunshine Water
28Control District approved subsequent to the effective date of
29this act shall be approved by the City of Coral Springs pursuant
30to the procedures provided for in chapters 189 and 200, Florida
31Statutes, and in compliance with the Charter of the City of
32Coral Springs.
33     Section 4.  Subsequent to the effective date of this act,
34the Sunshine Water Control District shall be determined to be a
35dependent special district of the City of Coral Springs.
36     Section 5.  Nothing in this act shall preclude the Sunshine
37Water Control District from using any power contained in chapter
38298, Florida Statutes, except as provided in this act.
39     Section 6.  All title to property, uncollected taxes and
40assessments, judgments, causes of action, and property rights
41held or owned by the Sunshine Water Control District shall
42continue to be vested in the Sunshine Water Control District,
43and no obligations or contracts, including bonds or causes of
44action, shall be impaired or avoided by this act. All contracts,
45franchises, and permits to do business issued by the Sunshine
46Water Control District shall remain in full force and effect
47according to their terms.
48     Section 7.  The City of Coral Springs is hereby directed to
49call a special referendum election to be held in conjunction
50with the general election to be held on November 7, 2006. The
51item that shall appear on the ballot shall be as follows:

57government, become a dependent district of the City of Coral

64     Section 8.  This act shall take effect only upon approval
65by a majority vote of the qualified electors of the City of
66Coral Springs voting in a referendum to be held in conjunction
67with the general election to be held on November 7, 2006, in
68accordance with the provisions of law relating to elections
69currently in force, except that this section shall take effect
70upon becoming a law.
