12  recommended the following amendment:

14         Senate Amendment 
15         On page 2, lines 13 through 17, delete those lines
16  
17  and insert:  valorem revenues established by county charter.
18  If in any year the revenue growth of a county is less than the
19  maximum rate provided in its charter, the next year's
20  allowable revenue growth shall be based upon the previous
21  year's maximum revenue instead of its actual revenue.
