1 A bill to be entitled
2 An act relating to psychology specialties;
3 creating s. 490.0149, F.S.; providing a
4 definition; specifying the circumstances under
5 which a psychologist may hold himself or
6 herself out as a certified psychology
7 specialist or psychology diplomate; requiring
8 the Board of Psychology to adopt rules and
9 establish specified criteria for the approval
10 of certifying bodies; specifying that a
11 psychologist licensed under ch. 490, F.S., may
12 specify the types of services he or she
13 provides; providing an effective date.

15 Be It Enacted by the Legislature of the State of Florida:
16
17 Section 1. Section 490.0149, Florida Statutes, is
18 created to read:
19 490.0149 Specialties.--
20 (1) As used in this section, the term "specialist" or
21 "diplomate" means a psychologist with recognized special
22 competency acquired through an organized sequence of formal
23 education, training, experience, and professional standing.
24 (2) A person licensed as a psychologist may not hold
25 himself or herself out as a certified psychology specialist or
26 psychology diplomate unless the person has received formal
27 recognition as a board-certified psychology specialist or
28 psychology diplomate from a recognized certifying body that
29 provides certified specialties in the practice of psychology
30 and that has been approved by the board as qualified pursuant
31 to subsection (3).

1 (3) The board shall adopt rules pursuant to ss.
2 120.536 and 120.54 to establish criteria for approval of
3 certifying bodies that provide certified specialties in the
4 practice of psychology pursuant to subsection (2). The
5 criteria shall include:
6 (a) Peer review and self study.
7 (b) Established standards for the practice of
8 psychology.
9 (c) Assessments of competencies characteristic of the
10 specialty.
11 (d) Administrative support.
12 (e) A unified relationship to the public and the
13 profession.
14 (4) A person licensed as a psychologist under this
15 chapter may indicate that he or she offers and may indicate
16 that his or her practice is limited to one or more types of
17 services if this accurately reflects his or her scope of
18 practice.
19 Section 2. This act shall take effect July 1, 2006.

1 STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
COMMITTEE SUBSTITUTE FOR
2 Senate Bill 1560

4 Committee Substitute for Senate Bill 1560 prohibits a
Florida-licensed psychologist from holding herself or himself
5 out as a certified psychology specialist or diplomate unless
the psychologist has received formal recognition as a
6 board-certified psychology specialist or diplomate from a
recognized certifying body that provides certified specialties
7 in the practice of psychology and that has been approved by
the Florida Board of Psychology, rather than from a specialty
8 board of the American Board of Professional Psychology, Inc.,
or other recognizing board deemed equivalent by the Florida
9 Board of Psychology.
10 The Florida Board of Psychology must adopt rules to establish
criteria for approval of certifying bodies that provide
11 certified specialties in the practice of psychology. The
criteria must include: peer review and self study;
12 established standards for the practice of psychology;
assessments of competencies characteristic of the speciality;
13 administrative support; and a unified relationship to the
public and the profession.
