14         Senate Amendment 
15         On page 2, lines 1-14, delete those lines
16  
17  and insert:
18         (c)  Private property taken by eminent domain pursuant
19  to a petition to initiate condemnation proceedings filed on or
20  after January 2, 2007, may not be conveyed to a natural person
21  or private entity except as provided by general law passed by
22  a three-fifths vote of the membership of each house of the
23  Legislature.
24         BE IT FURTHER RESOLVED that the following statement be
25  placed on the ballot:
26                     CONSTITUTIONAL AMENDMENT
27                       ARTICLE X, SECTION 6
28         EMINENT DOMAIN.--Proposing an amendment to the State
29  Constitution to prohibit the transfer of private property
30  taken by eminent domain to a natural person or private entity;
31  providing that the Legislature may by general law passed by a
