4     Between line(s) 117 and 118, insert:
5     Section 4.  Subsection (49) of section 320.08058, Florida
6Statutes, as amended by chapter 2005-357, Laws of Florida, is
7amended to read:
8     320.08058  Specialty license plates.--
9     (49)  LIVE THE DREAM LICENSE PLATES.--
10     (a)  The department shall develop a Live the Dream license
11plate as provided in this section. Live the Dream license plates
12must bear the colors and design approved by the department. The
13word "Florida" must appear at the top of the plate, and the
14words "Live the Dream" must appear at the bottom of the plate.
15     (b)  The proceeds of the annual use fee shall be
16distributed to the Dream Foundation, Inc. The Dream Foundation,
17Inc., shall retain the first $60,000 in proceeds from the annual
18use fees as reimbursement for administrative costs, startup
19costs, and costs incurred in the approval process. Thereafter,
20up to 25 percent shall be used for continuing promotion and
21marketing of the license plate and concept. The remaining funds
22shall be used in the following manner:
23     1.  Twenty-five percent shall be distributed equally among
24the 13 chapters of the Sickle Cell Disease Association of
25Florida, Inc., the Sickle Cell Disease Association of
26America--Volusia County Chapter, Inc., the Sickle Cell Disease
27Association of America--Dade County Chapter, Inc., and the
28Sickle Cell Disease Association of America--Northeast Florida
29Chapter, Inc., as grants for programs that provide research,
30care, and treatment for sickle cell disease.
31     2.  Twenty-five percent shall be distributed to the Florida
32chapter of the March of Dimes for programs and services that
33improve the health of babies through the prevention of birth
34defects and infant mortality.
35     3.  Ten percent shall be distributed to the Florida
36Association of Healthy Start Coalitions to decrease racial
37disparity in infant mortality and to increase healthy birth
38outcomes. Funding will be used by local Healthy Start Coalitions
39to provide services and increase screening rates for high-risk
40pregnant women, children under 4 years of age, and women of
41childbearing age.
42     4.  Ten percent shall be distributed to the Community
43Partnership for Homeless, Inc., for programs that provide relief
44from poverty, hunger, and homelessness.
45     5.  Five percent of the proceeds shall be used by the
46foundation for administrative costs directly associated with
47operations as they relate to the management and distribution of
48the proceeds.
