| 6 | (8)(a) The department must discontinue the issuance of an |
| 7 | approved specialty license plate if the number of valid |
| 8 | specialty plate registrations falls below 1,000 plates for at |
| 9 | least 12 consecutive months. A warning letter shall be mailed to |
| 10 | the sponsoring organization following the first month in which |
| 11 | the total number of valid specialty plate registrations is below |
| 12 | 1,000 plates. The provisions of this subsection do not apply to |
| 13 | collegiate license plates established pursuant to s. |
| 14 | 320.08058(3). |
| 15 | Section 2. Subsections (23), (26), and (48) of section |
| 16 | 320.08058, Florida Statutes, are amended, and subsection (57) is |
| 17 | added to that section, to read: |
| 18 | 320.08058 Specialty license plates.-- |
| 19 | (23) KEEP KIDS DRUG-FREE LICENSE PLATES.-- |
| 20 | (a) The department shall develop a Keep Kids Drug-Free |
| 21 | license plate as provided in this section. The word "Florida" |
| 22 | must appear at the top of the plate, and the words "Keep Kids |
| 23 | Drug-Free" must appear at the bottom of the plate. |
| 24 | (b) The annual use fees shall be distributed to the Keep |
| 25 | Kids Drug-Free Foundation, Inc., which shall use the fees to |
| 26 | fund activities to reduce substance abuse among residents of |
| 27 | this state. The foundation shall develop a plan to distribute |
| 28 | the funds for drug-abuse prevention programs. |
| 29 | (c) Notwithstanding s. 320.08062, up to 10 percent of the |
| 30 | proceeds from the annual use fee may be used for marketing the |
| 31 | Keep Kids Drug-Free license plate and for administrative costs |
| 32 | directly related to the management and distribution of the |
| 33 | proceeds. |
| 34 | (26) FLORIDA MEMORIAL UNIVERSITY COLLEGE LICENSE PLATES.-- |
| 35 | (a) The department shall develop a Florida Memorial |
| 36 | University College license plate as provided in this section. |
| 37 | The word "Florida" must appear at the top of the plate, and the |
| 38 | words "Florida Memorial University College" must appear at the |
| 39 | bottom of the plate. |
| 40 | (b) The annual use fees shall be distributed to Florida |
| 41 | Memorial University College. |
| 42 | (48) SPORTSMEN'S NATIONAL LAND TRUST LICENSE PLATES.-- |
| 43 | (a) The department shall develop a Sportsmen's National |
| 44 | Land Trust license plate as provided in this section. The word |
| 45 | "Florida" must appear at the top of the plate, and the words |
| 46 | "Sportsmen's National Land Trust" must appear at the bottom of |
| 47 | the plate. |
| 48 | (b) The annual revenues from the sales of the license |
| 49 | plate shall be distributed to the Sportsmen's National Land |
| 50 | Trust. Such annual revenues must be used by the trust in the |
| 51 | following manner: |
| 52 | 1. Fifty percent may be retained until fifty percent of |
| 53 | all startup costs for developing and establishing the plate have |
| 54 | been recovered. |
| 55 | 2. Twenty-five percent must be used to fund programs and |
| 56 | projects within the state that preserve open space and wildlife |
| 57 | habitat, promote conservation, improve wildlife habitat, and |
| 58 | establish open space for the perpetual use of the public. |
| 59 | 3. Twenty-five percent may be used for promotion, |
| 60 | marketing, and administrative costs directly associated with |
| 61 | operation of the trust. |
| 62 | (c) When the provisions of subparagraph (b)1. are met, |
| 63 | those annual revenues shall be used for the purposes of |
| 64 | subparagraph (b)2. |
| 65 | (57) HOMEOWNERSHIP FOR ALL LICENSE PLATES.-- |
| 66 | (a) The department shall develop a Homeownership For All |
| 67 | license plate as provided in this section. The word "Florida" |
| 68 | must appear at the top of the plate, and the words "Support |
| 69 | Homeownership For All" must appear at the bottom of the plate. |
| 70 | (b) The annual use fees shall be distributed to |
| 71 | Homeownership For All, Inc., which may use a maximum of 10 |
| 72 | percent of the proceeds to promote and market the plate. The |
| 73 | remainder of the proceeds shall be used by Homeownership For |
| 74 |
