11  Senator Rich moved the following amendment:

13         Senate Amendment 
14         On page 3, lines 20-26, delete those lines
15  
16  and insert:  year thereafter, increase or decrease by
17  ordinance the rates of local occupational license taxes by up
18  to 5 percent. The increase, however, may not be enacted by
19  less than a majority plus one vote of the governing body. This
20  chapter does not prohibit a municipality or county from
21  decreasing or repealing any license tax authorized under this
22  chapter.
