4     Remove line(s) 570-667 and insert:
5governmental agency operating the Gainesville Regional Airport.
6     (a)  Application shall be made with the division in the
7name of the authority or other governmental agency operating the
8Gainesville Regional Airport and the license shall be issued in
9the name of the applicant.
10     (b)  The beverage license shall authorize the consumption
11of alcoholic beverages only on a licensed premises located
12within the Gainesville Regional Airport.
13     (c)  The applicant shall pay to the division the applicable
14license fee provided in section 565.02, Florida Statutes.
15     (2)  Any alcoholic beverage license issued in accordance
16with this section is the property of the authority or the
17governmental agency operating the Gainesville Regional Airport,
18subject to transfer as provided by this section. Such license
19may be transferred from time to time to a lessee operating
20within the Gainesville Regional Airport that meets all
21applicable qualifications for licensure under the Beverage Law.
22     (a)  The authority or governmental agency operating the
23Gainesville Regional Airport and an authorized lessee shall make
24application to the division for the transfer of the license to a
25lessee, and the application shall be approved by the division if
26the lessee meets the applicable licensing requirements of the
27Beverage Law.
28     (b)  Upon termination of a lease, the lessee shall
29immediately notify the division to transfer the license back to
30the authority or the governmental agency operating the
31Gainesville Regional Airport. Upon failure of a lessee to notify
32the division, the authority or the governmental agency operating
33the Gainesville Regional Airport shall immediately request the
34division in writing to transfer the license back to the
35authority or other governmental agency operating the Gainesville
36Regional Airport. Thereafter, the beverage license may be
37transferred to any lessee meeting qualification standards for
38licensure under the Beverage Law.
39     (c)  Upon termination of a lease for any reason or other
40disqualification, the license shall automatically revert by
41operation of law to the authority or governmental agency
42operating the Gainesville Regional Airport.
43     (3)  Each beverage license shall be for the term and
44subject to the same privileges or renewal as provided in
45sections 561.26 and 561.27, Florida Statutes. All provisions of
46the Beverage Law not inconsistent with this act shall apply to
47the license.
48     (4)  This section does not preclude other persons operating
49on property of the authority from acquiring an alcoholic
50beverage license for use on its premises pursuant to general
51law.
52     Section 14.  Purchasing and award of contracts.--Purchasing
53and award of contracts shall be consistent with the authority's
54purchasing policy and general law.
55     Section 15.  Discrimination prohibited.--
56     (1)  The authority and its lessees, including successors in
57interest, shall not because of race, color, sex, religion,
58national origin, age, or disability of any individual refuse to
59hire, employ, bar, or discharge from employment such individual
60or to otherwise discriminate against such individual with
61respect to compensation, hire, tenure, terms, conditions, or
62privileges of employment.
63     (2)  No person on the grounds of race, color, sex,
64religion, national origin, age, or disability shall be excluded
65from the participation in, denied the benefits of, or otherwise
66subjected to discrimination in the use of leased premises of the
67authority.
68     (3)  In furnishing services or materials, or in the
69construction of any improvements, no person shall be excluded
70from participation in, denied the benefits of, or otherwise
71subjected to discrimination with respect thereto.
72     (4)  This section does not supersede or preempt any state
73or local laws prohibiting discrimination. The authority and its
74officers, employees, and agents shall be subject to federal,
75state, and local laws prohibiting discrimination to the extent
76provided by such laws.
77     Section 16.  Litigation.--Nothing herein shall interfere
78with any legal action filed by or against the city or
79predecessor or predecessors of the authority. The authority may
80become a party in any such action as provided by law. Nothing
81herein shall impair the right of the city or the authority to
82initiate, pursue, or defend litigation.
83     Section 17.  Severability.--If any provision of this act or
84the application thereof to any person or circumstance is held
85invalid, the invalidity shall not affect other provisions or
86applications of the act which can be given effect without the
87invalid provisions or applications, and to this end the
88provisions of this act are declared severable.
89     Section 4.  Chapters 86-469, 89-433, and 95-457, Laws of
90Florida, are repealed.
91     Section 5.  This act does not supersede any state or
92federal laws or any state or federal grant assurances.
93     Section 6.  This act shall take effect upon becoming a law.
