1 A bill to be entitled
2 An act relating to animal health care services;
3 amending s. 474.203, F.S.; providing that ch.
4 474, F.S., relating to veterinary medical
5 practice, does not apply to a part-time worker
6 or an independent contractor who is hired by
7 the owner of an animal or a herd or flock of
8 animals to provide certain services concerning
9 such animal, herd, or flock; providing an
10 effective date.

12 Be It Enacted by the Legislature of the State of Florida:
13
14 Section 1. Subsection (5) of section 474.203, Florida
15 Statutes, is amended to read:
16 474.203 Exemptions.--This chapter shall not apply to:
17 (5)(a) Any person, or the person's regular employee,
18 administering to the ills or injuries of her or his own
19 animals, including, but not limited to, castration, spaying,
20 and dehorning of herd animals, unless title has been
21 transferred or employment provided for the purpose of
22 circumventing this law. This exemption shall not apply to
23 out-of-state veterinarians practicing temporarily in the
24 state. However, only a veterinarian may immunize or treat an
25 animal for diseases which are communicable to humans and which
26 are of public health significance.
27 (b) A person hired on a part-time or temporary basis,
28 or as an independent contractor, by the owner of an animal or
29 a herd or flock of animals to assist with herd-management and
30 animal-husbandry tasks for herd and flock animals, including

1 castration, dehorning, parasite control, and debeaking, or to
2 provide manual hand floating of teeth or farriery of equines.
3 Section 2. This act shall take effect July 1, 2006.

8 Committee Substitute for Senate Bill 1654 is different from
Senate Bill 1654 in that it:

1. Deletes certain nonmedical health care services that can
10 be performed by a part-time worker or independent
contractor who is hired by the owner of an animal or a
11 herd or flock of animals.
12 2. Deletes language that requires the part-time worker or
independent contractor to obtain an occupational license,
13 to advise the animal's owner of his or her knowledge of
the services provided and to refrain from advertising
14 that he or she is a veterinarian.
