  2         An act relating to public K-12 educational

  3         instruction; creating s. 1003.495, F.S.;

  4         providing purpose and definitions relating to

  5         Advanced Placement courses and teacher

  6         training; requiring each high school to offer

  7         Advanced Placement courses taught by Advanced

  8         Placement teachers; requiring the State Board

  9         of Education to establish guidelines for

10         teacher training; providing for the

11         appropriation of funds for Advanced Placement

12         and Pre-Advanced Placement teacher training and

13         specifying requirements; requiring school

14         districts to offer rigorous courses as

15         preparation for Advanced Placement coursework;

16         providing state board duties relating to

17         funding, implementation of an integrated

18         instructional program, communication of

19         information, and evaluation; providing an

20         effective date.

22  Be It Enacted by the Legislature of the State of Florida:

23  

24         Section 1.  Section 1003.495, Florida Statutes, is

25  created to read:

26         1003.495  Advanced Placement courses and teacher

27  training.--

28         (1)  The purpose of this section is to ensure that each

29  Florida student receives a sufficient education for success

30  after high school and that all students have equal access to a

31  substantive and rigorous curriculum that is designed to

 1  challenge their minds, enhance their knowledge and skills, and

 2  prepare them for success in college and work.

 3         (2)  For purposes of this section:

 4         (a)  "Advanced Placement course" means a course

 5  sponsored by the College Board that is offered for college

 6  credit at the high school level and taught by an Advanced

 7  Placement teacher.

 8         (b)  "Advanced Placement Vertical Team" means a group

 9  of teachers and educators from different grade levels in a

10  given discipline who work cooperatively to develop and

11  implement a vertically aligned program aimed at helping

12  students from diverse backgrounds acquire the academic skills

13  necessary for success in Advanced Placement courses and other

14  challenging courses.

15         (c)  "Pre-Advanced Placement teacher training" means a

16  set of professional development resources and services

17  designed to equip middle and high school teachers with the

18  strategies and tools they need to engage their students in

19  active, high-level learning, thereby ensuring that middle and

20  high school students develop the skills, habits of mind, and

21  concepts they need to succeed in Advanced Placement courses.

22         (3)  By the 2007-2008 school year, each high school in

23  the state must offer at least four Advanced Placement courses,

24  one each in English, mathematics, science, and a foreign

25  language taught by an Advanced Placement teacher.

26         (4)  The State Board of Education shall establish

27  clear, specific, and challenging training guidelines that

28  require each teacher of an Advanced Placement course to have

29  obtained recognized Advanced Placement teacher training

30  endorsed by the College Board. The State Board of Education

 1  may vary the guidelines based on the number of years a teacher

 2  has taught an Advanced Placement course.

 3         (5)  Funds to provide Advanced Placement and

 4  Pre-Advanced Placement teacher training to Florida teachers

 5  shall be provided annually in the General Appropriations Act.

 6  This training shall:

 7         (a)  Provide Advanced Placement teachers and

 8  Pre-Advanced Placement teachers with the necessary content

 9  knowledge and instructional skills to prepare students for

10  success in Advanced Placement courses and examinations and

11  other advanced course examinations and mastery of

12  postsecondary course content.

13         (b)  Provide school administrators and counselors with

14  professional development that will enable them to create

15  strong and effective Advanced Placement programs in their

16  schools.

17         (c)  Provide teachers in the middle grades and high

18  school with Advanced Placement Vertical Team training and

19  other Pre-Advanced Placement professional development to

20  prepare students for success in Advanced Placement courses.

21         (d)  Support the implementation of an instructional

22  program for students in grades 6-12 which provides an

23  integrated set of instructional materials, diagnostic

24  assessments, and teacher professional development in reading,

25  writing, and mathematics which prepares all students for

26  enrollment and success in Advanced Placement courses and in

27  college.

28         (6)  In order to ensure that each student receives a

29  sufficient education for success in college or work after high

30  school and that all students have equal access to a

31  substantive and rigorous curriculum that is designed to

 1  challenge their minds and enhance their knowledge and skills,

 2  school districts must offer rigorous courses in grades 6-11

 3  that prepare students for the demands of Advanced Placement

 4  coursework.

 5         (7)  The State Board of Education shall:

 6         (a)  Seek federal funding through the Advanced

 7  Placement Incentive Program and the Math and Science

 8  Partnership Program to support Advanced Placement and

 9  Pre-Advanced Placement teacher training and the implementation

10  of an integrated instructional program for students in grades

11  6-12 in reading, writing, and mathematics which prepares all

12  students for enrollment and success in Advanced Placement

13  courses and in college.

14         (b)  Focus state and federal funding to carry out

15  activities that target school districts serving high

16  concentrations of low-income and underrepresented students.

17         (c)  Provide a plan of communication which includes,

18  but need not be limited to, disseminating to parents materials

19  that emphasize the importance of Advanced Placement courses or

20  other advanced courses to a student's ability to gain access

21  to and to succeed in postsecondary education and materials

22  that emphasize the importance of the PSAT/NMSQT, which provide

23  diagnostic feedback on skills and relate student scores to the

24  probability of success in Advanced Placement courses and

25  examinations. Such information shall also be disseminated to

26  students, teachers, counselors, administrators, school

27  districts, community colleges, and state universities.

28         (d)  Annually evaluate the impact of the implementation

29  of this section on the rates of student enrollment and success

30  in Advanced Placement courses, on high school graduation

31  rates, and on college enrollment rates.
