11  The Committee on Children and Families (Campbell) recommended
12  the following amendment:
13  
14         Senate Amendment (with title amendment) 
15         On page 3, lines 24 through 31, delete those lines
16  
17  and insert:  nongovernmental third-party entities under
18  contract to the department and shall be conducted in a manner
19  jointly agreed to by the lead agencies and the department. The
20  cost of contracting with these independent entities shall be
21  funded by the department. Notwithstanding any other provision
22  to the contrary, the pilot program may not be implemented
23  until the parties have agreed to the selection of these
24  entities and the manner in which they are to carry out their
25  responsibilities. The selection of the entities for purposes
26  of compliance with this subsection shall be exempt from the
27  provisions of s. 287.057. Fiscal oversight shall be
