16 insert:
17 Section 46. Subsection (1) of section 627.733, Florida
18 Statutes, is amended to read:
19 627.733 Required security.--
20 (1)(a) Every owner or registrant of a motor vehicle,
21 other than a motor vehicle used as a taxicab, school bus as
22 defined in s. 1006.25, or limousine, required to be registered
23 and licensed in this state shall maintain security as required
24 by subsection (3) in effect continuously throughout the
25 registration or licensing period.
26 (b) Every owner or registrant of a motor vehicle used
27 as a taxicab shall not be governed by paragraph (1)(a) but
28 shall maintain security as required under s. 324.032(1), and
29 s. 627.737 shall not apply to any motor vehicle used as a
30 taxicab.

1 Statutes, is amended to read:
2 324.032 Manner of proving financial responsibility;
3 for-hire passenger transportation vehicles.--Notwithstanding
4 the provisions of s. 324.031:
5 (1)(a) A person who is either the owner or a lessee
6 required to maintain insurance under s. 627.733(1)(b) s.
7 324.021(9)(b) and who operates one or more taxicabs,
8 limousines, jitneys, or any other for-hire passenger
9 transportation vehicles may prove financial responsibility by
10 furnishing satisfactory evidence of holding a motor vehicle
11 liability policy as defined in s. 324.031, but with minimum
12 limits of $125,000/250,000/50,000.
13 (b) A person who is either the owner or a lessee
14 required to maintain insurance under s. 324.021(9)(b) and who
15 operates limousines, jitneys, or any other for-hire passenger
16 vehicles, other than taxicabs, may prove financial
17 responsibility by furnishing satisfactory evidence of holding
18 a motor vehicle liability policy as defined in s. 324.031.

20 Upon request by the department, the applicant must provide the
21 department at the applicant's principal place of business in
22 this state access to the applicant's underlying financial
23 information and financial statements that provide the basis of
24 the certified public accountant's certification. The applicant
25 shall reimburse the requesting department for all reasonable
26 costs incurred by it in reviewing the supporting information.
27 The maximum amount of self-insurance permissible under this
28 subsection is $300,000 and must be stated on a per-occurrence
29 basis, and the applicant shall maintain adequate excess
30 insurance issued by an authorized or eligible insurer licensed
31 or approved by the Office of Insurance Regulation. All risks

1 self-insured shall remain with the owner or lessee providing
2 it, and the risks are not transferable to any other person,
3 unless a policy complying with subsection (1) is obtained.
