15 On page 67, between lines 16 and 17,

17 insert:
18 Section 33. Paragraph (f) is added to subsection (1)
19 of section 318.143, Florida Statutes, to read:
20 318.143 Sanctions for infractions by minors.--
21 (1) If the court finds that a minor has committed a
22 violation of any of the provisions of chapter 316, the court
23 may also impose one or more of the following sanctions:
24 (f) The court may require the minor and his or her
25 parents or guardians to participate in a registered youthful
26 driver monitoring service as described in s. 318.1435.
27 Section 34. Section 318.1435, Florida Statutes, is
28 created to read:
29 318.1435 Youthful driver monitoring services.--
30 (1) As used in this section, the term "youthful driver
31 monitoring service" means an entity that enables parents or

1 guardians to monitor the driving performance of their minor
2 children. The service may provide monitoring by posting on a
3 vehicle a placard that shows a toll-free telephone number and
4 a unique identifying number and includes a request to members
5 of the public to call the toll-free telephone number to report
6 inappropriate driving practices. The service shall enter into
7 a contract with the parents or guardians under which the
8 service shall timely forward to the parents or guardians all
9 reports of inappropriate driving practices by the minor child.
10 (2) A youthful driver monitoring service may register
11 with the Department of Highway Safety and Motor Vehicles. The
12 registration must consist of a narrative description of the
13 services offered by the youthful driver monitoring service,
14 the name of the manager in charge of the service, the address
15 of the service, and the telephone number of the service.
16 Registration under this subsection remains valid indefinitely,
17 but it is the responsibility of the youthful driver monitoring
18 service to timely file a revised registration statement to
19 reflect any changes in the required information. If the
20 department determines that the youthful driver monitoring
21 service is not providing the services described in the
22 narrative statement, the department may suspend the
23 registration; however, the department must reinstate the
24 registration when the service files a revised statement that
25 reflects its actual practices.
