11 The Committee on Community Affairs (Bennett) recommended the
12 following amendment:

14 Senate Amendment (with title amendment)
15 On page 24, between lines 27 & 28,

17 insert:
18 Section 8. Subsection (7) is added to section 339.62,
19 Florida Statutes, to read:
20 339.62 System components.--The Strategic Intermodal
21 System shall consist of appropriate components of:
22 (1) The Florida Intrastate Highway System established
23 under s. 338.001.
24 (2) The National Highway System.
25 (3) Airport, seaport, and spaceport facilities.
26 (4) Rail lines and rail facilities.
27 (5) Selected intermodal facilities; passenger and
28 freight terminals; and appropriate components of the State
29 Highway System, county road system, city street system, inland
30 waterways, and local public transit systems that serve as
31 existing or planned connectors between the components listed

2 (6) Existing or planned corridors that serve a
3 statewide or interregional purpose.
4 (7) Selected state highway facilities that provide
5 significant and direct relief to Strategic Intermodal System
6 facilities through areas constrained by environmental features
7 and with no other routes of travel, located within
8 jurisdiction(s) where the local government has adopted the
9 full five cent gas tax authorized pursuant to s.
10 336.025(1)(b), and allocated at least 20 percent of
11 infrastructure surtax proceeds pursuant to s. 212.055(2),
12 towards transportation infrastructure for 2 consecutive years.
13 Such state highway facilities must also be located within
14 jurisdiction(s) where at least 80 percent of the local and
15 state transportation network operates at or above the
16 standards adopted by the State of Florida.
