11  Senators Clary and Sebesta moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 68, between lines 8 and 9,
15  
16  insert:  
17         Section 30.  Subsection (13) is added to section
18  338.251, Florida Statutes, to read:
19         (13)  Notwithstanding subsection (1), and any other
20  provision of law, the department is authorized to make loans
21  for administrative expenses to multi-county
22  transportation/expressway authorities created under chapter
23  343 or chapter 348 where jurisdiction for the authority
24  includes a portion of the State Highway System. The proposed
25  administrative expense budget shall be submitted to the
26  secretary for consideration to ensure the proposed expenses
27  are in accordance with law and are being conducted in good
28  faith in the furtherance of the duties and responsibilities of
29  the authority. The authority shall outline the repayment
30  source of funds on the loan in the application to the
31  secretary.
