11 Senator Bennett moved the following amendment:

13 Senate Amendment (with title amendment)
14 On page 42, between lines 23 and 24,

16 insert:
17 Section 17. The Legislative Committee on
18 Intergovernmental Relations shall study methods to incentivize
19 and reward local governments that demonstrate maximum local
20 effort in funding local transportation needs to the benefit of
21 the state transportation system through the use of
22 local-option revenue sources. The Department of Revenue, the
23 Department of Transportation, and other state agencies shall
24 provide data and support as requested by the committee for the
25 purpose of the study. All local governments are encouraged to
26 assist and cooperate with the committee as necessary. The
27 committee shall submit a report summarizing its research
28 findings and proposed policy options to the Governor, the
29 President of the Senate, and the Speaker of the House of
30 Representatives by December 1, 2006.
