3     Amendment (with title amendment)
4     On page 3, line 31, insert:
5     Section 3.  Subsection (2) and paragraph (a) of subsection
6(5) of section 468.609, Florida Statutes, are amended to read:
7     468.609  Administration of this part; standards for
8certification; additional categories of certification.--
9     (2)  A person may take the examination for certification as
10a building code inspector or plans examiner pursuant to this
11part if the person:
12     (a)  Is at least 18 years of age.
13     (b)  Is of good moral character.
14     (c)  Meets eligibility requirements according to one of the
15following criteria:
16     1.  Demonstrates 5 years' combined experience in the field
17of construction or a related field, building code inspection, or
18plans review corresponding to the certification category sought;
19     2.  Demonstrates a combination of postsecondary education
20in the field of construction or a related field and experience
21which totals 4 years, with at least 1 year of such total being
22experience in construction, building code inspection, or plans
23review;
24     3.  Demonstrates a combination of technical education in
25the field of construction or a related field and experience
26which totals 4 years, with at least 1 year of such total being
27experience in construction, building code inspection, or plans
28review; or
29     4.  Currently holds a standard certificate as issued by the
30board and satisfactorily completes a building code inspector or
31plans examiner training program of not less than 200 hours in
32the certification category sought. The board shall establish by
33rule criteria for the development and implementation of the
34training programs;.
35     5.  Demonstrates a combination of technical education in
36the field of building code inspection or plans review and
37experience which totals 2 years, with at least 1 year of such
38total being experience in construction, building code
39inspection, or plans review. The technical education portion of
40this requirement shall require proof of satisfactory completion
41of a technical education program of not fewer than 400 hours in
42the chosen category of building code inspection or plans review
43in the certification category sought with not fewer than 20
44hours of the technical education program covering ethics and
45professional standards. The board shall coordinate with the
46Building Officials Association of Florida, Inc., to establish by
47rule the development and implementation of the technical
48education programs; or
49     6.  Has completed, at a minimum, an associate degree
50program in Construction Management from an accredited
51institution with a major in Building Code Administration.
52     (d)  After the Building Code Training Program is
53established under s. 553.841, demonstrates successful completion
54of the core curriculum approved by the Florida Building
55Commission, appropriate to the licensing category sought.
56     (5)(a)  To obtain a standard certificate, an individual
57must pass an examination approved by the board which
58demonstrates that the applicant has fundamental knowledge of the
59state laws and codes relating to the construction of buildings
60for which the applicant has building code administration, plans
61examination, or building code inspection responsibilities. It is
62the intent of the Legislature that the examination approved for
63certification pursuant to this part be substantially equivalent
64to the examinations administered by the International Code
65Council Southern Building Code Congress International and the
66Council of American Building Officials.
67     Section 4.  Subsection (4) is added to section 468.617,
68Florida Statutes, to read:
69     468.617  Joint building code inspection department; other
70arrangements.--
71     (4)  Nothing in this part shall prohibit any building code
72inspector, plans examiner, or building code administrator
73holding a limited certificate who is employed by a jurisdiction
74within a statutorily defined small county to provide building
75code inspection, plans review, or building code administration
76services to another jurisdiction within a statutorily defined
77small county.
