11 The Committee on Health Care (Fasano) recommended the
12 following amendment:

15 On page 2, between lines 28 and 29,

17 insert:
18 Section 3. (1)(a) The Department of Health shall
19 conduct a study to determine the sources of nitrogen that are
20 introduced to the Wekiva River and its contributing springs.
21 (b) The study shall include data regarding the
22 contribution to the river and its contributing springs from
23 onsite wastewater systems. Measurements for nitrates in the
24 study must be in increments of 10 feet and 20 feet below the
25 drainage fields of such wastewater systems.
26 (c) The department shall issue a report at the
27 conclusion of the study, which shall include recommendations
28 for actions that will provide the best use of resources to
29 reduce the nitrogen input into the Wekiva River and its
30 contributing springs.
31 (2) The department shall also propose rules providing

1 model requirements for the operation and maintenance of onsite
2 wastewater treatment systems in this state.
3 (3) Any onsite wastewater treatment system in this
4 state must be pumped out at least once every 5 years by a
5 licensed septic tank contractor.

11 And the title is amended as follows:
12 On page 1, lines 2-4, delete those lines
13
14 and insert:
15 An act relating to onsite wastewater treatment
16 systems; requiring the Department of Health to
17 conduct a study, issue a report, and make
18 recommendations regarding the introduction of
19 nitrogen into the Wekiva River; requiring the
20 department to issue model requirements for the
21 operation and maintenance of onsite wastewater
22 treatment systems in this state; requiring such
23 systems to be pumped out by a licensed
24 contractor at least once every 5 years;
25 creating the Wekiva Onsite Disposal System
26 Compliance Grant Program in the Department of
27 Health; providing
