12 following amendment:

15 On page 2, lines 24-28, delete those lines

17 and insert:
18 Section 2. (1)(a) The Department of Environmental
19 Protection shall conduct a study to determine the various
20 sources of nitrogen input into the Wekiva River and associated
21 springs contributing water to the river. The department shall
22 prepare a report recommending actions to be taken by the
23 department, the Department of Health, and the St. Johns Water
24 Management District which will provide the best use of
25 economic resources to reduce nitrogen inputs into the river
26 and associated springs.
27 (b) The department shall contract for a study by an
28 independent entity of sources of input of nitrogen from onsite
29 sewage treatment and disposal systems into the Wekiva River
30 and associated springs. The study shall measure the
31 concentration of nitrates in the soil 10 feet and 20 feet

1 below the drainage field of the onsite sewage treatment and
2 disposal systems. The contract shall require the entity to
3 submit a report to the department describing the locations of
4 such sources and the amounts contributed by such sources and
5 containing recommendations to reduce or eliminate nitrogen
6 inputs from such sources.
7 (c) The department shall submit copies of the reports
8 to the President of the Senate and the Speaker of the House of
9 Representatives before the 2007 regular session of the
10 Legislature.
11 (2) The Department of Health shall develop proposed
12 rules for a model proposal applying to the operation and
13 maintenance of onsite sewage treatment and disposal systems
14 statewide. At a minimum, the rules shall require each owner of
15 an onsite sewage treatment and disposal system to pump out the
16 system at least once every 5 years.
17 Section 3. (1) The sum of $_______ is appropriated
18 from the General Revenue Fund to the Department of Health, of
19 which $_______ shall be used by the department to administer
20 the Wekiva Onsite Sewage Treatment and Disposal System
21 Compliance Grant Program and $________ shall be used to
22 provide grants to applicants under the program.
23 (2) The sum of $________ is appropriated from the
24 General Revenue Fund to the Department of Environmental
25 Protection, of which $_______ shall be used by the department
26 to conduct the study required under paragraph (1)(a) of
27 Section 2 and $________ shall be used for purposes of the
28 independent study the department is required to contract for
29 under paragraph (1)(b) of Section 2.
