15 On page 5, line 8, through
16 page 10, line 28, delete those lines

18 and insert:
19 Section 4. Subsection (5) of section 381.855, Florida
20 Statutes, is amended, and subsections (6), (7), and (8) are
21 added to that section, to read:
22 381.855 Florida Center for Universal Research to
23 Eradicate Disease.--
24 (5) There is established within the center an advisory
25 council that shall meet at least annually.
26 (a) The council shall consist of one representative
27 from a Florida not-for-profit institution engaged in basic and
28 clinical biomedical research and education which receives more
29 than $10 million in annual grant funding from the National
30 Institutes of Health, to be appointed by the Secretary of
31 Health from a different institution each term, and the members

1 of the board of directors of the Florida Research Consortium
2 and at least one representative from and appointed by each of
3 the following entities:
4 1. The Emerging Technology Commission.
5 1.2. Enterprise Florida, Inc.
6 2.3. BioFlorida.
7 3.4. The Biomedical Research Advisory Council.
8 4.5. The Florida Medical Foundation.
9 5.6. Pharmaceutical Research and Manufacturers of
10 America.
11 7. The Florida Tri-Agency Coalition on Smoking OR
12 Health.
13 6.8. The Florida Cancer Council.
14 7.9. The American Cancer Society, Florida Division,
15 Inc.
16 8.10. The American Heart Association.
17 9.11. The American Lung Association of Florida.
18 10.12. The American Diabetes Association, South
19 Coastal Region.
20 11.13. The Alzheimer's Association.
21 12.14. The Epilepsy Foundation.
22 13.15. The National Parkinson Foundation.
23 14.16. The Florida Public Health Foundation, Inc.
24 15.17. The Florida Research Consortium Scripps Florida
25 or the entity formed in this state by The Scripps Research
26 Institute.
27 (b) Members of the council shall serve without
28 compensation, and each organization represented shall cover
29 all expenses of its representative.
30 (6) Members shall be appointed to 4-year terms of
31 office. The members of the advisory council shall annually

1 elect a chair from among the members of the advisory council.
2 Any vacancy on the advisory council shall be filled in the
3 same manner as the original appointment.
4 (7) The advisory council shall meet at least annually,
5 but may meet as often as it deems necessary to carry out its
6 duties and responsibilities. The advisory council may take
7 official action by a majority vote of the members present at
8 any meeting at which a quorum is present.
9 (8) The Legislature may annually appropriate funds to
10 the Florida Center for Universal Research to Eradicate Disease
11 for operating costs.
