12 (Campbell) recommended the following amendment to amendment
13 (412440):

15 Senate Amendment (with title amendment)
16 On page 10, between lines 17 and 18,

18 insert:
19 Section 9. Subsection (1) of section 381.98, Florida
20 Statutes, is amended, present subsection (10) of that section
21 is redesignated as subsection (12), and new subsections (10)
22 and (11) are added to that section, to read:
23 381.98 The Florida Public Health Foundation, Inc.;
24 establishment; purpose; mission; duties; board of directors.--
25 (1) The Florida Public Health Foundation, Inc.,
26 referred to in this section as "the corporation," is
27 established for the purpose of disseminating breakthrough
28 findings in biomedical research, and promoting health
29 awareness in this state, and providing services to the
30 Department of Health.
31 (10) The corporation may provide personnel to the

1 Department of Health for purposes of performing duties and
2 responsibilities outlined in private and public grants
3 received by the Department of Health. Such personnel are not
4 state employees and are not entitled to retirement credit and
5 other benefits provided to state employees under chapters 110
6 and 112. Such personnel shall perform services pursuant to an
7 agreement between the corporation and the Department of
8 Health.
9 (11) The corporation may purchase goods, services, and
10 property for use by the Department of Health. Such purchases
11 are not subject to chapter 253, chapter 255, or chapter 287 or
12 to the control and direction of the Department of
13 Environmental Protection or the Department of Management
14 Services.

21 On page 19, line 10, after the semicolon,

23 insert:
24 amending s. 381.98, F.S.; providing that a
25 purpose of the Florida Public Health Foundation
26 is to provide services to the Department of
27 Health; allowing the foundation to provide
28 personnel to the department for specified
29 purposes; providing that such personnel are not
30 state employees and are not entitled to state
31 benefits; providing that the foundation may
