1 STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
COMMITTEE SUBSTITUTE FOR
2 Senate Bill 1826
3
4 The committee substitute adds the Bankhead-Coley Cancer
Research Program to the purposes of the Biomedical Research
5 Trust Fund. It appropriates $9 million to the Biomedical
Research Trust Fund for the Bankhead-Coley cancer research
6 program and authorizes up to 10 percent for administrative
costs. The committee substitute adds cancer research grant
7 procedures to the Bankhead-Coley Cancer Research Program.
8 The committee substitute adds two appointees from cancer
programs approved by the American College of Surgeons to the
9 Biomedical Research Advisory Council, one by the House
Speaker, and one by the Senate President. The committee
10 substitute requires the council to award cancer research
grants under the Bankhead-Coley Cancer Research Program.
11
The committee substitute deletes the requirement for the
12 Center for Universal Research to Eradicate Disease (CURED) to
award cancer research grants and deletes procedures for
13 providing cancer research grants from CURED. It removes two
members from the CURED advisory council because the entities
14 they would represent no longer exist. It restores authority
for CURED to assist programs to prepare grant requests.
15
The committee substitute authorizes $250,000 for operation of
16 the CURED center from the $6 million appropriated to the James
and Esther King Biomedical Research Program.
