11  The Committee on Health Care (Atwater) recommended the
12  following amendment:
13  
14         Senate Amendment 
15         On page 2, line 28, through
16            page 3, line 3, delete those lines
17  
18  and insert:  
19         (5)  The owner of the common database maintains a
20  policy and procedures manual that governs the participating
21  pharmacies and pharmacists, which shall be made available to
22  the board upon request. The manual shall include the following
23  information:
24         (a)  A best-practices model detailing how each pharmacy
25  and pharmacist accessing the common database will comply with
26  applicable federal and state laws, rules, and regulations;
27         (b)  The procedure for maintaining appropriate records
28  for regulatory oversight for tracking the prescription during
29  each stage of the filling and dispensing process, identifying
30  the pharmacists involved in filling and dispensing the
31  prescription and counseling the patient, and responding to
