11  Senator Bennett moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 24, between lines 12 and 13,
15  
16  insert:  
17         Section 13.  Subsection (3) of section 380.032, Florida
18  Statutes, is amended to read:
19         380.032  State land planning agency; powers and
20  duties.--The state land planning agency shall have the power
21  and the duty to:
22         (3)  Enter into agreements with any landowner,
23  developer, or governmental agency as may be necessary to
24  effectuate the provisions and purposes of this act or any
25  rules promulgated hereunder. The state land planning agency
26  shall accept a verified copy of any valid license, permit, or
27  public record of payment for any license, permit, or tax to a
28  state or local government which license, permit, or payment is
29  a prerequisite to the execution of an agreement under this
30  subsection as satisfaction of that requirement.

11         of certain licenses, permits, or records of
12         payment for a license, permit, or tax which is
13         a prerequisite to entering an agreement to
14         effectuate the Florida Environmental Land and
15         Water Management Act of 1972;
