14 On page 10, between lines 28 and 29,

16 insert:
17 Section 9. Subsection (1) of section 364.386, Florida
18 Statutes, is amended to read:
19 364.386 Reports to the Legislature.--
20 (1) The commission shall submit to the President of
21 the Senate, the Speaker of the House of Representatives, and
22 the majority and minority leaders of the Senate and the House
23 of Representatives, on December 1, 1996, and on an annual
24 basis thereafter, a report on the status of competition in the
25 telecommunications industry and a detailed exposition of the
26 following:
27 (a) The overall impact of local exchange
28 telecommunications competition on the continued availability
29 of universal service.
30 (b) The ability of competitive providers to make
31 functionally equivalent local exchange services available to

1 both residential and business customers at competitive rates,
2 terms, and conditions.
3 (c) The ability of consumers to obtain functionally
4 equivalent services at comparable rates, terms, and
5 conditions.
6 (d) The overall impact of price regulation on the
7 maintenance of reasonably affordable and reliable high-quality
8 telecommunications services.
9 (e) What additional services, if any, should be
10 included in the definition of basic local telecommunications
11 services, taking into account advances in technology and
12 market demand.
13 (f) Any other information and recommendations which
14 may be in the public interest.

16 The Florida Public Service Commission as part of this report
17 shall make recommendations to the Legislature concerning how
18 the reporting requirements, information requests, and data
19 requests of this report and its regulatory burdens may be
20 streamlined or eliminated, including the use of existing
21 information provided to the Federal Communications Commission
22 or other federal agencies. These recommendations shall be
23 developed in consultation with the telecommunications
24 companies, competitive local exchange providers, competitive
25 telecommunications companies, and other interested parties.
