15         on page 5, line 29, after the semicolon,

17  insert:  consideration of the local authority's obligations or
18  reasonably anticipated obligations for water body cleanup and
19  protection under state or federal programs, including
20  requirements for water bodies listed under s. 303(d) of the
21  Clean Water Act, Pub. L. No. 92-500, 33 U.S.C. ss. 1251 et
22  seq.;
