18 Section 1. Signs of Suicide Prevention Program for
19 secondary schools; pilot program; legislative intent.--
20 (1) It is the intent of the Legislature to provide
21 support and funding for a suicide and depression prevention
22 pilot program conducted by the Signs of Suicide Prevention
23 Program for secondary schools, hereinafter referred to as
24 "SOS." The pilot program shall encourage collaboration with
25 local mental health facilities and individual professionals.
26 (2) During the 2006-2007 fiscal year, an SOS pilot
27 program shall be conducted in Brevard, Orange, Osceola, and
28 Seminole counties. In order to receive funding under this act,
29 an SOS entity for a county authorized to participate in the
30 pilot program must submit to the Department of Education by
31 September 1, 2006, a proposal for suicide and depression

1 prevention for secondary school students who attend school in
2 that county. The pilot program shall provide school personnel
3 in each participating school with the materials necessary for
4 implementation.
5 (3) The parent of each student in a participating
6 school shall be provided with a copy of program information
7 and a screening form to assist the parent in the
8 identification of depression and suicidal tendencies and to
9 help initiate family discussions.
10 (4) By January 1, 2007, the district school board of
11 each participating county shall provide to the President of
12 the Senate and the Speaker of the House of Representatives a
13 report that includes an itemized list of program costs, an
14 evaluation of participating schools, an assessment of the
15 quality of the program components, an assessment of the safety
16 of program implementation, an assessment of the burden on
17 school support staff after implementation of the program, an
18 assessment of the efficacy of the program, and recommendations
19 regarding program effects and outcomes. The information shall
20 be reported for the pilot program in the aggregate, for each
21 participating county, and for each participating school in
22 each participating county.
23 Section 2. The sum of $600,000 is appropriated from
24 the General Revenue Fund to the Department of Education for
25 the 2006-2007 fiscal year to be distributed to the Michael
26 Buonauro Foundation to implement the Signs of Suicide
27 Prevention Program as a pilot program for secondary schools in
28 Brevard, Orange, Osceola, and Seminole counties in accordance
29 with this act. The Michael Buonauro Foundation shall provide
30 matching funds in the amount of $600,000 in order to receive
31 the appropriation from the General Revenue Fund.
